PUBLIC NOTICE

BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday July 16, 2024

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the agenda and the minutes from the July 2nd meeting, seconded and passed. The regularly scheduled Commissioner Meetings set for August 20 and November 5th fall on the Primary and General Election days. The meetings will be moved to Wednesday August 21st and Wednesday November 6th at the Clerk’s request.
Sheriff Fleenor presented the Sheriff’s Office and Commissary report. The Sheriff’s office earning report for the month of June was $1,155.00 and Commissary earnings for the month of June was $6,493.18. Commissioner Burkart moved to accept the Sheriff’s Commissary and Earnings report, seconded and passed.
County Treasurer Leticia Dominguez presented her monthly report. She is holding the Delinquent Tax Sale on July 17th. At the time of the meeting she had seventy-six parcels to sell. Commissioner Walsh moved to approve the County Treasurer’s report, seconded and passed.
County Clerk Mary Feagler presented the Clerk’s report, the updated warrant report, the June payroll liabilities report, and a voucher to purchase the new building to be used for the Emergency Manager/Fire Warden. Commissioner Walsh moved to accept the Clerk’s updated warrant report, the warrant for the building purchase and the payroll liabilities voucher, seconded and passed.
Library Board member Ellen Creagar presented the Library report. The community generously donated to the library for the Wyoming Gives Fundraising. The Goshen County Library was 11th in the state with $42,955 in contributions. Commissioner Burkart moved to accept the Library report, seconded and passed.
Amy Smith, Ag and Natural Resources Educator for the University of Wyoming, presented the Extension Office report. Commissioner Burkart moved to accept the Extension Office report, seconded and passed.

Fair Manager Stephanie Lofink presented her report. She spoke of her appreciation to the City of Torrington and local businesses such as TDS for the resources they provide during the fair. Commissioner Burkart moved to accept the Fair report, seconded and passed.
Public Health Nurse Kara Palfy presented the Public Health report. Commissioner Walsh moved to accept the Public Health report, seconded and passed.
The IT Department report was presented by IT Director Jesse Bowen. Commissioner Walsh moved to accept the IT report, seconded and passed.
Phillip Ellis from near LaGrange attended the meeting to discuss Bear Creek Road. He requested that Road 10 (Bear Creek Road) be recognized as a county road and that it be maintained by the county. Chairman McNamee had a conversation prior to the meeting with the County Attorney, the Road and Bridge Administrator and the County Surveyor about the road.
County Clerk Mary Feagler presented three resolutions for adoption by the County Commissioners:
2024-08 Retirement Cap
2024-09 Adoption of Fiscal Year 2024-2025 Budget
2024-10 Resolution Establishing Tax Levies
Commissioner Burkart moved to adopt each Resolution, seconded and passed.
Chairman McNamee asked if there was any public comment. Diane Foster shared her appreciation for the local fire fighters that have been called on several fires, in the month of July, in the area.
The Commissioners moved into executive session to discuss the Safe Report at 10:55 AM. Emergency Manager Thom Bozeman presented the report. The regular meeting was back in session at 11:25.
