BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday August 21, 2024

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the revised agenda and the minutes from the August 6th meeting, seconded and passed. Commissioner Burkart moved to approve the August 6th minutes. Commissioner Burkart opened the meeting to express his gratitude for being reelected as a County Commissioner.
Sheriff Fleenor presented the Sheriff’s Office and Commissary report. The Sheriff’s office earning report for the month of July was $2,225.00 and Commissary earnings for the month of July was $1,547.72. Commissioner Walsh moved to accept the Sheriff’s Commissary and Earnings report, seconded and passed.
County Treasurer Leticia Dominguez had no report.
County Clerk Mary Feagler presented the Clerk’s report, the updated warrant report, the July payroll liabilities report, and two August vouchers to be paid mid-month for the Emergency Manager/Fire Warden. One for Federal Fire payments in the amount of $77,116.15 and one for the completion of the new EM vehicle in the amount of $24,203.00 . Commissioner Burkart moved to accept the Clerk’s updated warrant report and approve payment of the vouchers for the Yoder Fire and the EM Vehicle expenses, seconded and passed.
Fire Warden and Emergency Manager, Thom Bozeman presented his report. Commissioner Burkart moved to accept the Fire Warden/EM report, seconded and passed.
Library Board member Ellen Creagar, Cristine Braddy and Michelle Traher presented the Library report. They reported the nomination by Cynthia Lummis for a very impressive national library award. They also just learned that the parking lot construction would need more funding as the base was going to need replaced. Commissioner Walsh moved to accept the Library report and to approve the necessary additional funds for the parking lot, seconded and passed.

Amy Smith, Ag and Natural Resources Educator for the University of Wyoming, presented the Extension Office report. She mentioned that there are some applicants for the 4-H educator position and interviews are being set up to fill the position. Commissioner Walsh moved to accept the UW Extension report, seconded and passed.
Eleno Oliva presented the fair report. Commissioner Burkart moved to accept the Fair report, seconded and passed.
Public Health Nurse Kara Palfy had no report.
The IT Department report was presented by IT Director Jesse Bowen. Commissioner Walsh moved to accept the IT report, seconded and passed.
County Clerk, Mary Feagler presented Resolution 2024-11 to appoint a special prosecutor. Commissioner Burkart moved to adopt the resolution appoint a special prosecutor, seconded and passed.
Cindy Kenyon had submitted the TANF Grant contract in the amount of $51,000. for the Chairman’s signature. The contract was signed by the chairman.
The Commissioners moved into executive session at 10:15. to discuss the road conditions and plans moving forward for Road and Bridge. The regular meeting was back in session at 11:30 and immediately adjourned.
