The Torrington City Council met in regular session on Tuesday, August 20, 2024 in the City Council Chambers at 436 East 22nd Ave. at 5:30 p.m. Present: Mayor Doby, Council Members Deahl, Kelly, Patterson and Viktorin. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Assistant Chief of Police Connelly, Buildings & Grounds Superintendent Estes, Golf Pro Dent and Deputy City Clerk Anaya.
Mayor Doby called the meeting to order.
Councilman Deahl led the Pledge of Allegiance.
Mayor Doby led the session with informational announcements on the following items: 1. Primary Election (08-20-24) update; 2. Mayor Doby wished all students, parents, teachers and administrators the very best of school years; 3. Mayor Doby urged the citizens of Torrington to continue to enjoy the golf course (recently rated the number one best public golf course in Wyoming by GolfPass’ annual Golfer’s Choice for 2024), parks, ball fields and walking paths owned and maintained by the City of Torrington; 4. Reminder to the public to take extra caution with the increased bus, bicycle and pedestrian traffic as schools are back in session; 5. Request to the public to refrain from using their cell phones while driving; and 6. Mayor Doby stated that the City has changed its vendor for mass notification services from Onsolve (Code Red) to CivicReady. He indicated that Code Red is no longer functioning. Mayor Doby urged the public to sign up for the new service by referring to the link posted on the City’s or County’s website.

Councilman Patterson moved and Councilman Deahl seconded to approve the consent agenda which includes the minutes from the 08-06-24 Council meeting as published and all actions therein be ratified. Motion carried unanimously.
Councilman Viktorin moved and Councilman Kelly seconded to approve the agenda as presented. Motion carried unanimously.
Brooke Gasseling with the Torrington Volunteer Fire Department Ladies Auxiliary requested approval of a special event permit for a Stop, Drop and Run/Walk 5K Color Run to be held on 09-07-24 from 7:00 a.m. to 11:00 a.m. Mayor Doby indicated that the applicant is requesting approval to have the special event permit fee waived due to the fact that the event is a non-profit community event. Assistant Chief of Police Connelly stated that runners will be directed to run on the sidewalk and will proceed on the sidewalk route until they enter the walking path. He indicated that once the runners enter the walking path, they will stay on the path until the end of the run. Assistant Chief of Police Connelly commented that volunteers will be present at all of the crosswalks within the route to ensure that safe crossing techniques are followed. Councilman Deahl moved and Councilman Viktorin seconded to approve the special event permit and to waive the special event permit fee as presented. Motion carried unanimously.
Doug Mercer with Scottsbluff Valley Street Rods (SVSR) requested approval of a special event permit for a Classic Cars on Main Street Event to be held on 09-14-24 from 8:00 a.m. to 3:00 p.m. Mayor Doby indicated that the applicant is requesting approval to close the public street on Main Street from the intersection of Main Street and Valley Road to 21st Avenue and on the additional areas to the east and west as specified on the map submitted with the application. He commented that the applicant is also requesting to have the special event permit fee waived due to the fact that the event is a community event hosted by a non-profit organization. Mr. Mercer spoke in support of the permit and stated that the event will include activities such as a small animal petting zoo, a bounce house, a model car display and a model car swap meet. Councilman Patterson moved and Councilman Kelly seconded to approve the special event permit and to waive the special event permit fee as presented. Councilman Viktorin inquired if the Indemnification Agreement for the event needed to include the petting zoo. Attorney Eddington replied that there is an assumption risk in the statutes that states that the individual will assume the inherent risks of participating in the petting zoo activity, therefore there is no need to include it in the agreement. Councilman Viktorin questioned if Mr. Mercer was aware of the fees that the City of Torrington will be charging for personnel to provide barricades and roll out trash cans for the event. Mr. Mercer responded that he was not aware of the fees because they had not been mentioned to him, but indicated that he did see that Chief of Police Johnson delineated hours, time and dollar amounts on the addendum for the special event permit. He commented that if that is the way it is, then SVSR will cover those costs. Motion carried unanimously.
The bills from 08-07-24 to 08-20-24 were presented for payment. Councilman Kelly moved and Councilman Viktorin seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Doby asked for public comments, questions or concerns.
Mayor Doby stated that Cottonwood at Torrington Golf Course was recently rated the number one best public golf course in Wyoming by GolfPass’ annual Golfer’s Choice for 2024. He indicated that that is quite an honor and commented that he gets a substantial number of e-mails from the public giving a lot of compliments and credit for such a great golf course.
The Golf Department employees were recognized by Golf Pro Dent for their exemplary work. The dedicated individuals honored were: Gardner Pyle, Jeffrey Ellison, Timothy Baker, Randy Austin and Craig Sandlian.
Fire Chief Correa briefly updated the Mayor and Council on the calls that the Torrington Volunteer Fire Department responded to in the last couple of weeks. He also reported that the replacement air compressor and fill station is installed and operational.
Mayor Doby adjourned the meeting at 6:15 p.m.
