PROCLAMATION AND NOTICE OF ELECTION
COTTONWOOD ACRES IMPROVEMENT AND SERVICE DISTRICT

Public Notice Is Hereby Given that the Goshen County Board of County Commissioners have directed that an election shall take place on the organization of the proposed Cottonwood Acres Improvement and Service District and directing that the questions of formation of the district and election of initial directors be held by mail ballot.

The name of the proposed district is Cottonwood Acres Improvement and Service District and boundaries of the proposed district are: Cottonwood Acres Tract I, Lots 1 through 19, and Tract II, Lots 1 through 19 and two Community Tracts of Cottonwood Acres, a subdivision in Goshen County, Wyoming.

The purpose of the proposed district is to be allowed the opportunity to apply for federal and state grants for the purpose of improving the privately owned water system.

Provided that the improvement and service district be formed, a FIVE-MEMBER Board of Directors will be elected as follows:
Two to be elected for a four (4) year term
Three to be elected for a two (2) year term
The period to file is Wednesday, September 4, 2024 to Friday September 13, 2024.

In order to vote at this election, a person must be a qualified elector or an owner of land in the proposed district. Pursuant to Wyo. Stat. § 22-29-104(a)(v), an “elector” or “qualified elector” includes every citizen of the United States who is a bona fide resident of the District; will be at least eighteen (18) years of age on the day of the election; has not been adjudicated mentally incompetent or convicted of a felony, or, if so convicted, has had his civil or voting rights restored; and has registered to vote. Pursuant to Wyo. Stat.§ 22-29-113(e), no special registration is required of any qualified elector, nor shall any special registration be held. Any elector not otherwise registered who makes an affidavit evidencing his qualifications is deemed registered for the election.
No sooner than October 25, 2024 and no later than November 4, 2024 the Goshen County Clerk shall mail to each landowner who has filed a written authorization and request for a mail ballot and to each qualified elector entitled to vote in the election a mail ballot packet. Voted ballots must be received in the County Clerk’s office no later than 4:00 p.m. on Election Day, Nov 19, 2024. Ballots arriving after the deadline will not be counted.
Voters entitled to vote in the election but who are not otherwise listed on the county voter registration records and persons who lost, damaged or spoiled their ballot, can receive a mail ballot upon receipt of a sworn statement to the Clerk specifying the reason for requesting the replacement no later than 4:00 p.m. on Election Day.
The County Clerk’s office, 2125 East A St., Ste 120, will serve as a polling location for this election on Tuesday, November 19, 2024 from 7:30 am-4:00 pm.
