PUBLIC NOTICE

BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday May 21, 2024

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Chairman McNamee welcomed all in attendance. Commissioner Burkart moved to approve the revised agenda, seconded and passed. Commissioner Walsh moved to approve the minutes from the May 7th meeting, seconded and passed. Chairman McNamee opened the meeting reminding those in attendance of the work session for the Solar Siting Regulations that is scheduled for 10:00 am on Thursday, May 23, 2024.
Sheriff Fleenor was not able to attend the meeting. County Clerk Mary Feagler presented the Sheriff’s Department earnings report and Commissary report. The earnings report for the month of April was $2,340.00 and earnings for the Commissary was $1,985.21. Commissioner Burkart moved to accept the Sheriff’s Commissary and Earnings reports, seconded and passed.
County Treasurer Leticia Dominguez was not present. She presented her report via e-mail. Chairman McNamee highlighted the report to those present. Commissioner Walsh moved to approve the County Treasurer’s report, seconded and passed.
County Clerk Mary Feagler presented the Clerk’s report, the updated warrant report and the April payroll liabilities report. She also announced that one of the winners of the Commissioner Scholarship will not be attending college in Wyoming so he is not eligible for the scholarship. Nolan Spears the first alternate will receive that Scholarship. Commissioner Burkart moved to accept the Clerk updated warrant report and payroll liabilities voucher, seconded and passed.

Library Board member Ellen Creagar presented the Library report. Commissioner Burkart moved to accept the Library report, seconded and passed.
Amy Smith, Ag and Natural Resources Educator for the University of Wyoming, presented the Extension Office report. Commissioner Walsh moved to accept the Extension Office report, seconded and passed.
Public Health nurse Kara Palfy presented the Public Health report, the PHEP Contract, and the County Health Officer Contracts for approval. Commissioner Burkart moved to accept the Public Health report and approve the two contracts, seconded and passed.
Head of the IT Department Jesse Bowen updated the Commissioners on his department’s activities. Commissioner Burkart moved to accept the IT report, seconded and passed.
Elleno Oliva was present to present the Fair Report. Commissioner Burkart moved to accept the Fair report, seconded and passed.
Kyle Borger from Wyo Help was a visitor at the meeting. He spoke about the Family Resource Center Grant.
Karen Weber attended the meeting and presented material containing information about Solar Projects in general that had been brought up at Planning Commission meetings prior to the Solar Siting Regulations being drafted by the Planning Commission. She requested the commissioners review her information before the work session scheduled for Thursday.
The Commission adjourned at 9:55 am. The next regular meeting will be June 4th at the usual place and time. Per Wyo. Stat. §18-3-516(f), access to the county information can be obtained at www.goshencounty.org or by calling the Clerk’s office (307)532-4051. (approved for publication)
