PUBLIC NOTICE
ADVERTISEMENT (NOTICE TO BIDDERS)
Notice is hereby given that the Town of Lingle will receive sealed bids at Lingle Town Hall for the “Lingle Landfill Closure” project until 2:00 p.m. Local Time on Wednesday, October 30, 2024. The work is described in the plans and specifications and on the bid schedule, and consists of the following major quantities (approximately):
Unclassified Excavation 403 CY
Place Topsoil 89 CY
Fencing, Type F 2,482 LF
Seeding 0.2 AC
Bid forms, specifications, and plans may be obtained either in digital or hard copy format from BenchMark of Torrington, P.C., 119 East 19th Avenue, Torrington, Wyoming, 82240, (307) 532-3811 or by emailing rachelle@benchmark-torr.com upon payment of $50.00 per set for hard copy or $25.00 per set for digital copy, non-refundable. Bid documents may be inspected at the above listed office from 8:00 a.m. to noon and 1:00 p.m. to 5:00 p.m., Mondays through Fridays.
A pre-bid conference will be held at 2:00 p.m. Local Time on Tuesday, October 22, 2024 at the Lingle Community Center. It is recommended, but not mandatory, that all bidders interested in this project attend the pre-bid conference. In order to bid this project, the Bidder’s name must appear on the list of plan holders held by BenchMark of Torrington, P.C.
Bids must be submitted on proposal forms provided in accordance with the contract documents. “The contract shall be let to the responsible certified resident making the lowest bid if the certified resident’s bid is not more than five percent (5%) higher than that of the lowest responsible nonresident bidder and the resident bidder does not propose to subcontract more than thirty percent (30%) of the work to nonresident contractors. A resident for this purpose must be certified as a resident by the Wyoming Department of Workforce Services prior to bidding upon the Contract.” (WY Statute 16-6-102) “Preference is hereby given to materials, supplies, agricultural products, equipment, machinery, and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state.” (WY Statute 16-6-106).
Bid Security, made payable to Owner in an amount of not less than five percent (5%) of the Bidder's maximum Bid price and in the form of a certified check or a Bid Bond issued by a Surety, must be submitted with the Bid. Bid security for bids over $150,000.00 must be in the form of a bid bond. Performance and Payment Bonds will also be required as specified in the General Conditions.
The sealed bids must be marked on the outside of the envelope “Lingle Landfill Closure.” THE BIDS WILL BE OPENED PUBLICLY AT 2:00 p.m. Local Time on Wednesday, October 30, 2024 at the Lingle Town Hall.

The Town of Lingle reserves the right to reject any or all bids or schedules, and to waive minor irregularities and formalities therein, and to award the contract in whole or in part in the best interest of the Owner.
