BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday September 17, 2024
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the revised agenda and the minutes from the September 3rd meeting, seconded and passed. Chairman McNamee reminded those in attendance that the November 5th meeting has been moved to November 6th as the General Election will be held on November 5th. Next week is the Wyoming Association of County Officials (WACO) meeting in Rock Springs. Several of the Elected Officials from Goshen County will be attending including Chairman McNamee and Commissioner Walsh.
Sheriff Fleenor presented the Sheriff’s Office and Commissary report. The Sheriff’s office earning report for the month of August was $1,315.00 and Commissary earnings for the month of August was $1,540.75. Commissioner Walsh moved to accept the Sheriff’s Commissary and Earnings report, seconded and passed.
Road and Bridge Superintendent Chris Stoddard reported that the road graders are going to be pulled off the roads unless we get some moisture. The roads are too dry and blading does more harm than good in these conditions. Superintendent Stoddard reported he met with Weed and Pest in hopes of establishing a plan to work together on weed control along the county roads next spring. Commissioner Walsh moved to accept the Road and Bridge report, seconded and passed.
County Treasurer Leticia Dominguez gave her monthly report. Commissioner Walsh moved to accept the County Treasurer report, seconded and passed.
County Clerk Mary Feagler presented the Clerk’s report, the updated warrant report, the August payroll liabilities report, and the election payroll voucher. She also presented the Clerk of District Court’s earnings report for August. Commissioner Burkart moved to accept the Clerk’s updated warrant report, payroll liabilities report, election judge payroll voucher and the Clerk of Court’s earnings report, seconded and passed.

Library Board member Michel Traher presented the Library report. She reported that $90,894.14 was the final cost for the new parking lot that was completed. She also reported on the current activities at the library. Commissioner Walsh moved to accept the Library report, seconded and passed.
Amy Smith, Ag and Natural Resources Educator for the University of Wyoming, presented the Extension Office report and Crystal Zerbe, with Sensible Nutrition presented her report. Commissioner Burkart moved to accept the UW Extension report, seconded and passed.
Stephanie Bumgaurdner presented the Fair report. They are in the beginning plans of making upgrades to the lighting and sound system in the Pavilion. Commissioner Walsh moved to accept the Fair report, seconded and passed.
Public Health Nurses Ryan Wunibald and Cindy Wright presented the Public Health report. Nurse Cindy Wright reported they will begin vaccination clinics at locations around the county starting the last week of September and continuing into October. Nurse Ryan Wunibald attended a mass casualty training course. He spoke briefly on the training. Commissioner Walsh moved to accept the Public Health Report, seconded and passed.
There was no IT Department report.
South Torrington Water and Sewer representative Elizabeth Moore, Vice president of the board, attended the meeting. She came to discuss the Adam Walter Park which is owned by the county and has some issues that need attention and would like the county to take over the regular maintenance of the park. She spoke on trees that are a problem along the road and also a threat to the bridge that is in the park. She also would like for the county to start maintaining and mowing the park. The South Torrington Water and Sewer District has been mowing it but has run out of funds that they had raised to maintain the park. She stated the South Torrington Park also owned by the county also needs repairs and maintenance.
County Clerk, Mary Feagler presented Resolution 2024-13 Authorizing the submission of Federal Mineral Royalty Capital Construction Account Grant application. Commissioner Burkart moved to adopt the resolution, seconded and passed.
Commissioner Burkart moved to go into executive session at 10:25 am. The regular meeting was back in session at 11:57 am and immediately adjourned.
