City cleanup days added to calendar

TORRINGTON – Due to the heavy rains during Torrington’s regularly scheduled city cleanup, Mayor Mike Varney announced during Tuesday’s city council meeting there would be some additional cleanup days added to the calendar.
Beginning on Monday, June 12 through Friday, June 16, from 7 a.m. to 4.p.m, and on Saturday, June 17 from 7 a.m. to noon, the city will be accepting waste material from Torrington residents free of charge at the city’s baler sight on West 11th Avenue.
Varney said that all waste must be delivered to the baler facility and proof of residency must be shown at the office.
“We had a lot of requests to add a few more days because the weather was so lousy during the originally scheduled cleanup,” he said. “Hopefully, we will have much better weather so people can take advantage of the opportunity to cleanup around their houses
and yards.”
In other business:
• The first reading of an ordinance to raise the rental rates of storage and hangars at the Torrington Municipal Airport was approved by the council.

• On the recommendation of airport manager Mike Salyer, the council approved implementation of Phillips 66 branded fuel at the airport. Currently, the fuel is not branded, although Salyer explained Phillips is their current supplier.
Salyer told the council that pilots prefer to buy branded fuel because they know it has gone through more rigorous inspection and oversight than do non-branded fuels. He also said that Phillips would provide additional signage and fuel equipment insurance and replacement assistance Phillips be chosen as the airport’s branded
fuel supplier.
• A catering permit was approved for Highway Package Liquor for a birthday party on Saturday, June 10 from 5 p.m. to 11 p.m. at the St. Rose Parrish Hall.
• City safety officer presented part two of his video report on the activities of city department during the 2016-17 fiscal year. A few highlights of the presentation include the police department report indicating it had received more than 17,000 calls during the fiscal year and the Torrington Volunteer Fire Department reporting it has 37 active members and it responded to 165 calls, including four structure fires.
• The council approved, on a vote of four-to-one, the purchase of a one-ton, extended cab pickup for the eater plant from Fremont Motors in Lander. The total cost of the truck is $50,437.16, more than $2,000 less than any of the other three bids received.
• Caylor & Genz Earthmovers, Inc. was awarded the bid for the wastewater treatment plant finishing pond improvements. Cost of the project totals $1,116,934.95. The project will be funded by a USDA Rural Utility Service Loan in the amount of  $1,046,000 and the balance will come from the waste water fund reserves.
• An ordinance relating to the adjustment of the city’s liquor regulations in accordance to changes in state laws was passed on second reading.
• Three ordinance relating to the city’s electrical service were passed on first reading. The new ordinances are being adopted to comply with required language of the Wyoming Public Service Commission.
• An ordinance pertaining to approval of the 2017-18 budget was approved on second reading.
• The council approved changing its July 4 meeting to Wednesday, July 5 at 7 p.m.
• The next scheduled meeting of the Torrington City Council is Tuesday, June 20 at 7 p.m. in the council chamber of city hall.
