BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday August 6, 2024

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice Chairman Justin Burkart was available by Zoom, Commissioner Aaron Walsh, and Mary Feagler, County Clerk and Clerk of the Board.
The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the agenda and the minutes from the July 18th meeting, seconded and passed. Chairman McNamee opened the meeting welcoming all in attendance. Correction on the new library board member’s name that was printed in the minutes July 16th meeting minutes. Her name was printed as Jen Meeks rather than Jen Minks.
Clerk of Court Brandi Correa attended the meeting but she was unable to present her monthly earnings report for July. The Supreme Court Computer system is down so she has no report of earnings. Commissioner Walsh moved to accept the Clerk of Court report, seconded and passed.

County Road and Bridge Superintendent Chris Stoddard, County Surveyor Bob Taylor and County Planner Michael Tietjen presented the Road and Bridge report. County Planner Michael Tietjen presented his report. Chris Stoddard was welcomed to the meeting on his second day on the job. Chairman McNamee encouraged the community to contact him with questions and concerns about the roads in the county. Chairman McNamee asked for an update on the Black Hills Energy and Goshen Solar road permitting status. The report was that Black Hills Energy has the permit in place and in use and Road and Bridge has not had any communication with Goshen Solar. Commissioner Walsh moved to accept the Road and Bridge Report, seconded and passed.
County Clerk Mary Feagler presented her monthly reports consisting of the warrant report, the employee payroll report and the earnings report. The monthly earnings report for the County Clerk’s Office is $15,466.50 Commissioner Walsh moved to approve the warrant report and earnings report, seconded and passed. Clerk Feagler, pursuant to WS 18-3-515 presented the requested profit and loss statement from the past fiscal year to the County Commissioners. Thom Bozeman, Emergency Manager and Fire Warden was not present for the meeting as he continued to work in the field on the fire that local, state and national agencies had been fighting for the past week. Chairman McNamee gave a brief report on the recent fire. Commissioner Burkart mentioned that Road and Bridge was a pivotal force in cutting fire lines to control the fire spread.
County Assessor Debbi Surratt presented the Special District Budgets for approval. She also presented a list of reduction orders. The total reduction in tax dollars is $116,668.46. A significant amount was for the company Tallgrass Pony Express Pipeline Inc. She also presented supplements that increased the tax dollar amount by $14,410.39. Commissioner Walsh moved to approve the District Budgets, reduction orders and supplementals, seconded and passed.
Maintenance Supervisor Kevin Flock presented his report. Commissioner Walsh moved to accept the Maintenance report, seconded and passed.
The meeting adjourned at 9:55 am. The next meeting will be Wednesday August 21th at 9:00 am rather than the normally scheduled meeting on the third Tuesday, due to the Primary Election. Per Wyo.
