PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BH or the Company) for authority to updates its Energy Efficiency Surcharge rate, effective June 1, 2021.

BH is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

BH filed its Application on March 26, 2021, requesting authority to revise its Energy Efficiency (EE) Surcharge rates to reflect the EE program costs for the period of January 1, 2020 – December 31, 2020, and the EE balancing account balances as of February 28, 2021. The proposed EE Surcharge rates are designed to collect approximately $426,282 from BH customers over the period of June 1, 2021, through May 31, 2022. BH proposes the following EE Surcharge rates: $0.0036 per decatherm (Dth)) for its residential customers, an increase of $0.0024 per Dth from the current rate; and $0.0010 per Dth for non-residential customers, an increase of $0.0029 per Dth from the current rate.


According to the Company, for a typical residential customer, the effect is an estimated $0.16 increase in the monthly gas bill, or an increase of 0.27 percent. For Small General Service customer, the effect is an estimated $0.41 increase in the monthly gas bill, or an increase of 0.37 percent. For Medium General Service customer, the effect is an estimated $2.75 increase in the monthly gas bill, or an increase of 0.48 percent. For Large General Service customer, the effect is an estimated $22.56 increase in the monthly gas bill, or an increase of 0.59 percent.

This is not a complete description of the Application. Interested persons may inspect Application at BH’s business office and at the Commission’s offices in Cheyenne. The Application is available for inspection by any interested person during regular business hours or online at: http://psc.wyo.gov/.

Anyone desiring to file a public comment, statement, intervention petition, protest or request for a public hearing in this matter must file with the Commission in writing on or before April 30, 2021. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.
