(Notice To Bidders)
Notice is hereby given that the City of Torrington, WY (the Owner) will receive sealed bids for furnishing all equipment, labor, materials, tools, transportation, and services necessary for drilling and testing the Torrington Municipal Well No.16 Specifically, this work will include:
As described in the project manual, the well will be a 18” diameter cased well with screen. The nominal borehole for well will be 24” minimum diameter. The well work will include drilling of the bore hole, installing the casing pipe, well screen, and filter pack, cement seal, well development work, and pump/aquifer testing. The drill site shall be reclaimed and stabilized at the end of the project.

The work shall be completed in accordance with AWWA A-100 Standard for Water Wells and Wyoming State Engineer’s Office and Department of Environmental Quality Standards. The contractor(s) shall be Wyoming licensed well drillers.
A pre-bid tour will be conducted on Monday November 2nd, 2020 at 3:00 p.m. local time. Meet at the Torrington Town Hall, E 22nd Avenue Torrington, WY 82240. Sealed bids will be received until Tuesday November 10th, 2020 @ 3:00 PM local time Attn: Jeff Harkins, Director of Public Works, City of Torrington, PO Box 250, 4316 East 22nd Ave Torrington, WY 82240. Last day to submit written question is Friday November 6th, 2020 @ 5:00 PM.

A Bid guarantee in the amount of 5% of the total bid shall be submitted with each bid as required in the bidding documents. The successful Bidder will be required to furnish and pay for satisfactory performance and payment bonds in the amount of 100% of the accepted bid.   
The contract will be awarded to the qualified, responsible, certified, resident bidder making the lowest responsive bid, if such resident's bid is not more than five percent (5%) higher than that of the lowest responsible non-resident bidder. For award purposes only, low bid will be determined by increasing the bids of nonresident bidders by 5%.
The Owner shall have the power to reject any part or all of any and all bids or to waive irregularities in bids received.  A contract will be awarded to the bidder who, in the opinion of the Engineer and the Owner affords the lowest cost and is the most qualified and responsive bidder.  No bidder will be allowed to withdraw his bid for a period of thirty (30) days following the actual date of the opening of bids or until the successful bidder has entered into a contract with the ENGINEER.
Owner herby notifies all prospective bidders that they will affirmatively assure that Small, Minority, and Women owned businesses will be afforded full and equal opportunity to submit proposals in response to this invitation and are specifically encouraged to do so.  The Owner further assures that they will not discriminate against anyone on the grounds of race, sex, age, color, or national origin in consideration for an award.
Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.  
Pursuant to W.S. 16-6-106, "preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state".
