Public Notice No. 7512


The Regular Meeting of the Lingle Town Council convened at 5 P.M. July 8, 2020 with Mayor Siglin leading the Pledge of Allegiance.  Upon roll call, the following were present, constituting a quorum:

Council Members:    Steve Edwardson
    Joe Welte
    Brandie Cook

There were also present:    Police Chief: Endra Andrews
    Town Attorney:    Anna Barnes
    Town Clerk:    Richard Reyes
    Town Supervisor:    Larry Haeffelin
    Fire Chief:    Kasey Bangerter
    Pool Manager:    Brandi Hill
    Mayor Siglin welcomed all to the meeting and thanked them for being present.  C Reyes administered the Council Oath of Office to Brandie Cook.  Mayor Siglin called for approval of the agenda.  CM Welte moved to approve the agenda as presented.  CM Cook voiced the second and the motion carried unanimously.
    Mayor Siglin called for approval of the minutes of the June 3, 2020 regular council meeting.  CM Edwardson moved to approve the minutes as presented.  CM Welte voiced the second and the motion carried unanimously.
    BILLS FOR JUNE 2020:  CM Edwardson moved to approve the bills in the amount of $135,884.87.
CM Cook voiced the second and the motion carried unanimously.
    PUBLIC COMMENT:  Mayor Siglin welcomed Alex Hargrave, news reporter for the Lingle Guide.    
    LAW ENFORCEMENT:  PC Andrews reported: 57 incidents since the last Council Meeting; she has completed intox training; the 4th of July weekend went very well with no incidents; PC Andrews presented a D.A.R.E donation flyer to the Council.  
    LVFD:  FC Bangerter reported: 10 ambulance calls; 8 fire calls since the last council meeting; this year is the 100th anniversary of the fire department, after discussion it was suggested that the Fireman’s Ball be tentatively be scheduled for the second week of September 2020.  The grant for a new ambulance has been approved.  
    LEGAL ITEMS:  TA Barnes reported: A pole attachment agreement addendum was to be issued by Visionary, as of yet it has not been received.  TA Barnes will continue to pursue this agreement.  CM Welte moved to allow TA Barnes to proceed with the Maypack Main Street property.  CM Edwardson voiced the second and the motion passed unanimously.
    POOL:  PM Hill reported:  The pool is open; attendees are adhering to the policy changes due to
Covid-19; a movie in the park will take place July 10 at 8:45 p.m.      
    ADMINISTRATION: C Reyes reported:  Final Draw Down Requests for the Community Center have been submitted to the Wyoming Business Council; Letter of support and certificate of match was issued to the Senior Center; Budget Request FY 2020-21 has been submitted to the Goshen County Assessor; daily operation of the Town Office is business as usual.
    MAINTENANCE:  TS Haeffelin reported:  Cleanup week was a success; reclosure was purchased for the substation.       
    UNFINISHED BUSINESS:  Applications for the open Council seat are being accepted, two applications have been submitted.  The application process closes July 15, 2020 at 4 p.m.
    NEW BUSINESS:  CM Cook moved to approve a Malt Beverage Permit Application submitted by Wyrulec Company.  CM Welte voiced the second and the motion passed unanimously.  
    COUNCIL ITEMS:  CM Cook inquired about spraying for mosquitoes.  In the discussion TS Haeffelin informed CM Cook that spraying depends on West Nile Virus testing conducted by Goshen County Weed and Pest and as of yet it has not been detected.  CM Edwards offered kudos to the citizens of Lingle for a safe 4th of July.  Mayor Siglin offered kudos to Lingle citizens for social distancing, wearing face masks and hand washing; he also informed council that state revenues are down.       
    With no further action to be taken Mayor Siglin adjourned the meeting at 5:33 P.M.
