PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Gas Distribution, LLC d/b/a Black Hills Energy (BHGD or the Company) to pass on to its customers in the Torrington Division a Transportation Rate Adjustment (TRA) decrease of $0.0106 per therm, effective June 1, 2019. The decrease includes a surcharge decrease of $0.0087 per therm and a Base TRA decrease of $0.0019 per therm. The Base TRA is the amortization amount of the regulated net buyout and associated carrying costs of the P-0802 contract divided by the projected Wyoming delivered volumes resulting in a $0.0354 per therm cost. The TRA surcharge includes the Company’s estimated May 2019, 191 account balance calculation of ($85,337), divided by the projected Wyoming delivered volumes of 14,714,233 therms, resulting in a TRA surcharge of ($0.0058) per therm. As a result, the Company proposes a total TRA rate decrease from $0.0402 to $0.0296 per therm.

For Torrington Division Pass-On Rate Small General Service customers, the proposed decrease results in a monthly bill decrease of approximately $0.76 for customers using a monthly average of 7.2 therms.

The proposed TRA rate decrease will result in a projected dollar-for-dollar decrease of approximately $126,086.87 in the Company’s annual revenues from June 1, 2019, through May 31, 2020. The decrease does not change the Company’s authorized rate of return.

Commission Rule Chapter 3, Section 26, allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar-for-dollar basis, subject to public notice, opportunity for hearing and refund.

BHGD’s Application is on file at the Commission’s offices, located at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming. The Application is available for inspection by any interested person during regular business hours or online at: http://psc.state.wy.us/.
