The City of Torrington will hold a Work Session on September 20, 2023 at 3:00 p.m. in the Lincoln Community Complex Conestoga Room to discuss special event permits, catering permits, open container permits, CDL licenses and training, and the Elk Eco Cycle Recycling Center request for utility subsidy.
