Remedial Investigation
            Hartville Uplift Artillery Range, Wyoming
Pursuant to the Wyoming Department of Environmental Quality (WYDEQ), the Army National Guard (ARNG) is obtaining a hazardous waste emergency permit to treat (detonate) ordnance found on-site during the Remedial Investigation (RI) at the Hartville Uplift Artillery Range, WY, in accordance with the Wyoming's hazardous waste rules and regulations (HWRR Chapter 1, Section 270 (40CFR Part 270.61). All persons, including applicants, who believe any condition of a draft permit is inappropriate or that the Director's tentative decision to deny an application, terminate a permit, or prepare a draft permit is inappropriate, must raise all reasonably ascertainable issues and submit all reasonably available arguments supporting their position by the close of the public comment period. The duration of the hazardous waste emergency permit would be for no more than 45 days.

The ARNG and the Wyoming Army National Guard (WYARNG) recognize the importance of stakeholder participation and community outreach regarding the Military Munitions Response Program (MMRP) RI at the former Hartville Uplift Artillery Range.

First-hand accounts indicate the Army National Guard trained with 105 millimeter (mm) and 76mm high explosive and practice rounds at the historical Hartville Uplift Artillery Range (off the northeast corner of Camp Guernsey). Training occurred in the Van and West Draws. These types of munitions may pose an explosive safety hazard. Based on this result, the NGB determined that there was is potential for munitions to be present at the historical Hartville Uplift Artillery Range. A RI to determine the nature and extent of munitions is underway with input from the WYDEQ and permission from the affected property owners.

Field teams trained in munitions studies are looking for evidence of items left behind by conducting metal detection surveys of the area and will be digging where data show possible munitions-related items. Holes dug at these locations are hand dug, relatively small in size and depth, and restored to their previous condition. If munitions are found, they will be blown-in-place after notification to WYDEQ, WYARNG, and the local fire department.
