BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING

The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners’ Chambers with the following members present, Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Walsh moved to approve the revised agenda and the minutes from the November 3rd meeting, seconded and passed.
Sheriff Kory Fleenor presented the Sheriff’s report. The earnings report for the month of September is $1,775.00 and earnings for the Commissary is $7,403.55. Commissioner Burkart moved to accept the Sheriff’s report including the Commissary and Earnings reports, seconded and passed.
County Treasurer Leticia Dominguez presented her report. Treasurer Leticia requested to move 1.7 mil into a reserve account. Commissioner Burkart moved to approve the transfer, seconded and passed. Commissioner Walsh moved to accept the report, seconded and passed.
County Clerk Mary Feagler presented a Federal Fire Fund Voucher totaling $343,694.48, the updated warrant report, the payroll liability and an employee bond.  Commissioner Walsh moved to accept the updated vendor report, approve the payroll liability voucher, and the employee blanket bond, seconded and passed.    
Library Board member Larissa Felepe reported for the library. They are happy to have added a talk box to their building. She reported on the December 2nd they will have an open house from 9-12 and 6-8 pm.  Commissioner Walsh moved to accept the Library report, seconded and passed.
Amy Smith,  Ag and Natural Resource Extension Educator presented a survey she is preparing to send to citizens to help her provide better resource to the county and surrounding areas. Megan Brittingham, University of Wyoming Ag and Extension Educator reported for the Extension office. Chairman Michael McNamee asked her about the 4-H judging team that won the state contest and planned to go to Louisville for a national competition. She reported that she missed the deadline to enter the Livestock Judging team and the team was not able to compete.  Kaitlyn Shimic, one of the members of the judging team spoke on her disappointment in not getting to attend the contest. Commissioners McNamee, Burkart and Walsh apologized to Kaitlyn for this happening to the team as representatives of the county for the missed opportunity. Commissioner Burkart moved to accept the Extension report, seconded and passed.
Stephanie Lofink Goshen County Fair manager and maintenance manager Eleno Oliva, presented the Fair report. The fair will be July 27th  -August 3rd. They are working hard on planning the schedule and are open to suggestions from the public. The Fair Board meetings are the 2nd Tuesday of every month. Commissioner Walsh  moved to accept the Fair report, seconded and passed.
Public Health nurse Melissa Johnson and newly placed Public Health Nurse Manager, Kara Palfy introduced herself and presented the Public Health report. They have been holding vaccination clinics and have been having a impressive turnout. Commissioner Walsh moved to approve the accept the Public Health report, seconded and passed.
County Assessor Debbi Surratt reported and presented reduction orders and rebate orders totaling $1,072.87 one being a reduction order.  Commissioner Walsh moved to approve the reduction and rebate orders, seconded and passed.

Thom Bozeman, Michael Tieten and Jesse Bowen attended to discuss the software and drone project that was discussed in a previous meeting. Commissioner McNamee tabled the subject until the first meeting in December.
The Commissioners had interviewed Michael Ridenour and John Ellis for the County Planning Board in previous meetings. They voted on the two choices and John Ellis won the vote. He will fill the vacant position that Thomas Eaton resigned from. Vickie Zimmer, Karen Weber and Larry Curtis turned in their names for the two other Planning Board positions. They will be filled by Vickie Zimmer and Larry Curtis. The Commissioners interviewed Ed Kimes and Colin Yorges for the open fair board position that will be left by Randy Steben on December 31. The position  will be filled by Ed Kimes.

Commissioner Walsh moved to approve the budget amendment, seconded and passed.    
Recess for executive session at 12:15 pm, back in session regular session at 12:50 pm.

Commissioner Walsh made a motion to cancel the meeting that would be on December 19th due to the Holidays, seconded and passed.
