The Torrington City Council met in regular session on Tuesday, October 4, 2022 in the City Council Chambers at 436 East 22nd Ave. at 7:00 p.m. Present: Mayor Adams, Council Members Kelly, Kinney, Patterson and Steinbock. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Streets & Sanitation Superintendent Hawley and Deputy City Clerk Anaya.
Mayor Adams called the meeting to order.

Councilman Kinney led the Pledge of Allegiance.
Mayor Adams led the session with informational announcements on the following items: 1. Weather updates; 2. 09-24-22 Classic Cars on Main Street event update; 3. COVID-19 updates and recommendations; 4. COVID-19 vaccine clinic update; 5. Reminder to the public to be cautious and mindful of the presence of children on the streets as schools are back in session. Request to the public to refrain from using their cell phones while driving; 6. Announcement that the baler site is no longer open on Saturdays; 7. Request to the public to please refrain from putting garbage in the grass bins; 8. Reminder to the public that the Elk Eco Cycle Recycling Center is open and is accepting cardboard, separated paper products and aluminum cans. The site is located at 310 Curtis Avenue and is open Monday through Wednesday from 8:00 a.m. to 4:00 p.m.; 9. Announcement that the Homesteader’s Museum will be hosting a Night at the Boo-Seum on 10-28-22 and 10-29-22; 10. Announcement that the Goshen County Visitor Center is in the process of relocating to the Homesteader’s Museum; 11. City project/ARPA funding update; 12. General Election (11-08-22) reminder; 13. Mayor and City Council candidate update; and 14. Goshen County School Board and Eastern Wyoming College Board of Trustees vacancy update.
Councilman Kelly moved and Councilman Kinney seconded to approve the consent agenda which includes the minutes from the 09-20-22 Council meeting as published and all actions therein be ratified. Motion carried unanimously.
Mayor Adams requested approval to amend the agenda as follows:
• Add Torrington High School Homecoming Parade Special Event Permit Addendum to the Action Items List.
Councilwoman Steinbock moved and Councilman Patterson seconded to approve the agenda as amended. Motion carried unanimously.
Brayden Connour with Goshen County Economic Development (GCED) gave a brief presentation regarding Economic Development. He reviewed the goals of the corporation, described the different types of working committees held within the corporation, discussed the operations and major functions provided by the corporation, and gave a summary of the corporation’s Progress Program and sales tax project history. Mr. Connour then requested support from the City of Torrington for the continuation of the quarter-penny sales tax for GCED and for all of GCED’s work that benefits all of the County. Mayor Adams signed a letter of support for GCED.
Leann Mattis with Goshen County Economic Development requested approval of a special event permit for a Safety Treat Night and Trunk or Treat event to be held on 10-31-22 from 5:00 p.m. to 6:30 p.m. Mayor Adams indicated that the applicant is requesting approval to close the public street on Main Street between 19th Avenue and 23rd Avenue and to have the special event permit fee waived due to the request being a community event. Councilman Patterson moved and Councilman Kinney seconded to approve the special event permit and to waive the special event permit fee as presented. Motion carried unanimously.
Chief of Police Johnson presented for approval an addendum to the special event permit for the Torrington High School (THS) Homecoming Parade that is scheduled to be held on 10-14-22 from 10:00 a.m. to 12:00 p.m. He stated that THS would like to change the location of the Pep Rally from City Park to the THS gymnasium. Chief of Police Johnson indicated that the requested change will simplify the operation of the event significantly. He commented that the notification form which requires signatures of all of the business owners that will be affected by the event has been fully completed and submitted. Councilwoman Steinbock moved and Councilman Kelly seconded to approve the addendum to the special event permit as presented. Motion carried unanimously.
Clerk/Treasurer Strecker presented the bid results for a New Crane with Truck and Dump Body. She stated that a bid opening was held on 09-14-22 and indicated that the bid that was received from Ken Garff Cheyenne was the only bid that was submitted. Clerk/Treasurer Strecker commented that the bid amount of $212,251.00 that was submitted is approximately $74,251.00 over the budget appropriation. Streets & Sanitation Superintendent Hawley stated that the estimated delivery time for the truck is 550 calendar days. He indicated that staff recommends a partial award for the truck and chassis only in the amount of $66,740.00. Streets & Sanitation Superintendent Hawley commented that due to the extensive delivery time, staff would like to get the truck ordered and re-bid the crane and dump body separately in hopes of receiving more favorable bid results. Councilwoman Steinbock moved and Councilman Kinney seconded to award the bid to Ken Garff Cheyenne for the truck and chassis only in the amount of $66,740.00 as presented. Motion carried unanimously.
The bills from 09-21-22 to 10-04-22 were presented for payment. Councilman Patterson moved and Councilwoman Steinbock seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Adams asked for public comments, questions or concerns. None were heard.
Councilwoman Steinbock moved and Councilman Patterson seconded that there being no further business to come before the Mayor and Council to adjourn at 7:45 p.m. Motion carried unanimously.
