BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday April 5, 2022
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis, Vice Chairman Cody Cox, Commissioner Justin Burkart and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Cox moved to approve the minutes of the last meeting and the agenda, seconded and passed.
The Road and Bridge report was accepted from County Surveyor Bob Taylor and Road Superintendent Valerie Hankins. There will soon be four positions vacant at Road and Bridge.  Commissioner Cox moved to accept the road report, seconded and passed.
Clerk of Court Brandi Correa presented her monthly earnings report. Commissioner Cox moved to accept the Clerk of District Court earnings report of $4103.40, seconded and passed.

County Assessor Debbi Surratt presented tax reduction orders in the amount of $4461.05. Commissioner Burkart moved to approve the reduction orders, seconded and passed. Assessor Surratt indicated property taxes will increase and notices will go out soon. Commissioner Burkart moved to accept the Assessors report, seconded and passed.
County Clerk Cindy Kenyon presented her monthly report. Commissioner Cox moved to approve the warrants for payment, seconded and passed. The Clerk presented four employee bonds for approval. Commissioner Cox moved to approve the four employee bonds, seconded and passed. Commissioner Burkart moved to approve the Clerks report, seconded and passed.
Fire Warden Bill Law presented his monthly report. Commissioner Burkart moved to accept the Fire Warden report, seconded and passed. Emergency Manager Shelly Kirchhefer presented the County Emergency Response Plan for approval. Commissioner Cox moved to approve the County Emergency Response Plan, seconded and passed. Commissioner Burkart moved to accept the Fire Warden and Emergency Managers reports, seconded and passed.
Wyoming Child and Family Development (WCFD) updated the Commission on work within their agency. Heidi Wayland, Tanya Nepper, and Lacey Judkins represented WCFD.
The following representatives spoke on behalf of each incorporated area about the proposed sixth penny specific purpose tax projects: Attorney Colby Sturgeon – Yoder; Mayor George Siglin – Lingle; Mayor Joyce Evans – Fort Laramie; Mayor Randy Adams – Torrington; Tracy Pragnell – La Grange. Residents Hugh Hageman, Tom Massey, Julie Massey, Tony Goulart, Mike Tietjen, Lane Hageman and Bill Law spoke regarding the proposed tax. Mayor Randy Adams thanked everyone for participating. County Attorney Eric Boyer set forth the appropriate next steps in the process.
