TORRINGTON – The Torrington City Council met and adjourned in less than 30 minutes Tuesday night at Torrington City Hall, with almost no new business on the agenda.

The meeting was originally scheduled to take place at Jirdon Park, but it was relocated to the council chambers because of a thunderstorm.

Mayor Randy Adams opened the meeting by updating the public on several large construction projects throughout the city. He announced that the city’s work on Goose Park was complere, and ready for the public to enjoy.

“Stop in and take a look at it,” he said. “There are new bricks throughout the place, the greenery is in place even though it’s a very big yet, but we expect that to come in. All of the paving is done and there’s a lot of new electrical work underneath the paving that you cannot see.”

Adams told the assembly the frontage road project, which is underway on the road the runs parallel to US 26 commonly called ‘Fast Food Row,’ is still on schedule despite some early hiccups.

“The frontage road is on target,”’ he said. “The water line portion is nearly complete. There’s some paving underway, and so on. We are still shooting for a completion date of October 1 and I think we will probably make it.”

There are a pair of new construction projects in the works as well - an O’Reilly’s Auto Parts store in the area that once held Hardee’s and Garcia’s restaurants, and the Applied Technical Education Center at Eastern Wyoming College.

“A lot of you have noticed the demolition down there call and that is mostly complete,” Adams said, in reference to the O’Reilly’s area. “Some of the utility work is underway, and dirt work is underway. We will probably be seeing the construction start very soon.”

Adams said the ATEC building is progressing, as well.

“The foundation is in and I believe the utilities are mostly in,” he said. “We should start seeing some building going on up there.”

There were only four action items on the council’s agenda.

The first was an amendement to a catering permit granted to the Open Barrel Brewing Company for its Rockabilly Retro Fest on Sept. 14. The council voted unanimously to allow the event to have an outdoor beer garden.

A pair of ordinances relating to Torrington Municipal Court were approved on second reading. The changes remove outdated language, simplify the municipal laws and bring them more in line with state law.

The changes were approved unanimously.

The council also voted unanimously to approve the bills from Aug. 7 to Aug. 20.
