Investigation nets no charges

TORRINGTON – An investigation by the Torrington Police Department into allegations the former vice-president of student services for Eastern Wyoming College had instructed resident advisors not to report incidents of underage drinking has been completed and no charges will be filed, according to a release Tuesday from TPD Chief Timothy Hurd.

The investigation was launched in October after a TPD officer investigating in unrelated traffic accident was reportedly told by students VP Donald Appiarius had allegedly instructed RAs to not report underage drinking unless there was “an emergency involving the alcohol consumption of any students,” Hurd told The Telegramat the time.

Appiarius has since resigned his position and been released from his contract with the college.

“The cooperative efforts between the Torrington Police Department and the College administration will continue to strive to protect the students attending the college as well as the citizens of Torrington,” Hurd said in the release.
