Conspiracy results in more jail time instead of drug delivery

TORRINGTON – Following a botched attempt to have drugs delivered to her in the Goshen County Detention Center, Nebraska inmate Stacey L. Roche was in county Circuit Court Wednesday morning, where she was charged with one count of conspiracy to take a controlled substance into the jail.
In this instance, the substance was Fentanyl, a narcotic with a high risk of addiction, used as a pain medication. The County was represented by Deputy County Attorney Nathaniel Hibben.
Bond was set at $5,000, either cash or surety. If convicted on the new charge, she faces up to three years in prison, and/or a $3,000 fine. A preliminary hearing will be scheduled at a
later date.
Court records show that Roche was arrested Dec. 1, 2017, in Nebraska and charged with driving under the influence of liquor, fourth offense, and one count of trespassing. According to Goshen County Sheriff’s records, she was transferred to the Torrington facility
Dec. 14.
During her Goshen County incarceration, Roche allegedly had telephone communications with Scottsbluff, Neb., resident Douglas Boyce, during which she told him how to mail the Fentanyl patches to her in Torrington, in a manner that would go undetected. However, the calls were monitored by Goshen County Sheriff’s personnel, which lead to Roche’s arrest on the controlled substance charges.
Boyce was arrested Feb. 6 for his part in the scheme, and is being held in Scotts Bluff County. Court records show he is charged with possession of a controlled substance and distribution of a controlled substance. Boyce’s preliminary hearing in Scotts Bluff County Court is set for Feb. 20.
