    ADVERTISEMENT TO BID

    Notice is hereby given that the City of Torrington, Wyoming will receive sealed bids for the furnishing of all labor, materials, tools, appliances, transportation, and services necessary for:

    Installation of approximately 680LF sf 8” PVC water line, 340’ of 18” diameter steel casing bore and reconnection of existing appurtenances as well as resurfacing of the street section disrupted during construction.

as called for in the Project Manual for the 2016 Water Rehabilitation Project at the Office of the City Clerk/ Treasurer, City Hall, 436 East 22nd Street (P.O. Box 250) Torrington, Wyoming 82240 until 2:00 P.M. Local Time, on the 19th day of July, 2017, at which time the bids will be publicly opened and read aloud.  All bids must be furnished on forms supplied by the City of Torrington.  Sealed envelopes containing bids shall be clearly marked with the project title and shall show the name and address of the Bidder.  Bids which are not prepared and filed in accordance with the Instructions to Bidders may be rejected.  Bids may not be withdrawn after the time fixed for opening.  The City reserves the right to reject any and all bids and the right to waive irregularities in bids received.
    Each bid must be accompanied by a bid bond with sufficient surety, or a certified check or cashier's check, or bank draft on a reputable bank, for not less than five percent (5%) of the total amount of such bid, payable to, and to be forfeited to, the City of Torrington as liquidated damages if bidder fails to enter into contract within thirty (30) days after award to him, or fails, at the time of executing the agreement, to furnish a performance bond and a payment bond each in the amount of one hundred percent (100%) of the bid.  Facsimile (fax) or other copies of bonds are not acceptable, nor are certified or cashier's checks which have an expiration date of less than one year.  NO BID WILL BE CONSIDERED IF NOT ACCOMPANIED BY SUCH BOND, CERTIFIED OR CASHIER'S CHECK OR BANK DRAFT, OR IF NOT IN CONFORMANCE WITH THE PROVISIONS OF SECTION 15-1-113, W.S. 1977.
    A complete set of the Project Manual and Plans may be obtained in a pdf format on disc after the 28th day of June, 2017, at the Office of the City Engineer, City of Torrington, 436 East 22nd Avenue, P.O. Box 250, Torrington, Wyoming 82240.
    A pre-bid conference is scheduled for the above noted project to be held on the 12th day of July, 2017 at 10:00 A.M. at the office of the Torrington City Engineer.
    Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.
    This is a federally funded project that is subject to compliance with Davis Bacon Wage Determinations and Federal Labor Standards. The prevailing wage must be paid to each class of worker at the site. Since this is federally funding, 5% preference will not be granted to Wyoming contractors, subcontractors, laborers, and materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, as required in W. S. §§ 16-1-101.
