PUBLIC NOTICE

    The Wyoming Public Service Commission (Commission) approved the application of the City of Torrington (Torrington or the City) for authority to establish a Power Cost Adjustment (PCA) tariff.  The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

    On January 19, 2017, the City filed an application requesting authority to establish a PCA tariff.  The Commission  regulates utility service outside the municipal area of the City.  Torrington uses the same rates for inside and outside the city limits and the PCA will apply to all consumers.

    Torrington purchases power from the Municipal Energy Agency of Nebraska (MEAN), Western Area Power Administration – Loveland Area Project (WAPA LAP), and Western Area Power Administration – Salt Lake City Area Project (WAPA SLCA). The City typically receives notice of a rate increase from MEAN in January for changes effective April 1.


    To calculate the PCA factor, the City intends to use kWh sold and purchased power billing units from the most recent twelve months ending November 30 of the prior year for an effective period of April 1 to March 31.  The calculation will subtract the estimated purchased power recovery from the estimated purchased power cost.  The over/under recovery will be subtracted/added to this amount. This total divided by the estimated energy sales of the system formulates the rate.  There will be no over/under recovered amounts for the first PCA factor due to no prior PCA factor being in place.

    Torrington’s application is on file at the Commission’s offices, located at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming. The application is available for inspection by any interested person during regular business hours or online at: http://psc.state.wy.us/.
