Ridge Road construction set to begin

TORRINGTON – Ridge Road will be under construction starting Sept. 7 to fix the damages from a water main break in April. 

According to the City of Torrington Public Works statement, the contractor will have 90 days to complete the project and it must be substantially complete by Nov. 19. 

Project manager Mark Weis said the construction will limit access for residents on Ridge Road and the parking garage for the condominiums. Those who live in the cul-de-sac will have minimal closures, but it will be communicated to the public in advance. 

On April 11, the Water Department responded to a call on Ridge Road and Hillcrest Drive for a water main leak. The main could not be shut down because the valve boxes were filling up with debris. A void formed under the street causing the pavement to collapse and completely broke the water main. 

The water flowed on the street for 20 minutes which resulted in damage all the way to Park Avenue. The Water Department estimated 550 cubic yards of displaced material from Hillcrest Drive to Park Avenue. 

Much of Ridge Road was compromised due to voids under the roadway, curb, gutter and sidewalk. 

A contractor was hired to take out the broken pavement and add filler material to the void. The main was originally capped, but plans are in place to replace it entirely. The street section is also expected to be replaced.

Some of the planned fixes included six new valves and eight new water services. 

Before the new sections of the road and water main can be put in, the construction crew must remove over 4,000 square feet of sidewalk and 2,710 square yards of pavement. 

The City of Torrington awarded the project to Bivens Construction. The amount is expected to cost $439,586.50.

The city received an emergency Mineral Royalty Grant (MRG) which will cover 75% of the cost, and the city will match the other 25%.

The maximum funding from the grant is $437,931.00, essentially covering most of the total cost. The city will match up to $147,977.00, which puts the total funding amount to $583,908.00.
