REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS
OF
GOSHEN COUNTY, WYOMING
                                               Tues June 20, 2017
    The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse with the following members present, Chairman Carl Rupp; Vice Chairman Wally Wolski; Commissioner John Ellis & Cindy Kenyon County Clerk and Clerk of the Board. Commissioner Wolski moved to approve the agenda as amended, the minutes of the last meeting as presented and the updated warrant report, seconded and passed.
    Chairman Rupp recognized former Torrington Telegram reporter Bud Patterson for his reliable and professional service to the Commission and the County for the past five years. The Commission also welcomed Sandra Hansen who is replacing Bud Patterson.
    The Sheriff’s Department report was accepted from Sheriff Murphy and Lt. Wes Deen. Commissioner Ellis moved to approve the Contract for Jail Services between Scotts Bluff County, Nebraska and Goshen County, Wyoming to house Nebraska inmates in Goshen County, seconded and approved.
    Fire Warden Bill Law presented his Fire Ban Resolution 2017-05. Commissioner Wolski moved to sign Resolution 2017-05 Enacting a County Fire Ban on July 5, 2017, seconded and approved.
    The Fair Report was accepted from Stephanie Lofink, Fairgrounds Manager. Commissioner Ellis moved to accept the revision of the Fair Employee Handbook pending legal review, seconded and approved.
    The Road and Bridge report was accepted from Jerry Hort, Bob Taylor, and Val Hankins. Commissioner Wolski moved to authorize the Road and Bridge Superintendent to contract the purchase of the loader after a performance check, seconded and approved.
    Commissioner Ellis moved to approve the renewal of the Traveler’s Insurance contract with Burns Insurance for the upcoming fiscal year, seconded and passed.

    The duly published FY 16-17 Budget Amendment hearing was opened at 11:30 am. The following amendments were presented. Commissioner Wolski moved to accept the amendments as presented, seconded and passed.

Public Health Director Kelly Beard present the Public Health Preparedness Unit (PHEP) grant with the State of Wyoming Department of Health for $56,500. The Public Health Director also presented the Maternal Child Health Unit (MCH) grant with the State of Wyoming Department of Health for $50294.50. Commissioner Ellis moved to approve the PHEP and the MCH contract as presented, seconded and approved.
    The Commission recessed for lunch from 1:17 to 1:30.
    Commissioner Ellis moved to appoint Dan Ellis to the Care Center Board for a five year term from July 1, 2017 to June 30, 2020, seconded and passed.
    Commissioner Wolski moved to approve Resolution 2017-06 A Resolution regarding Application of Liquor Licensing Standards, seconded and approved.
    The meeting was adjourned at 1:55 pm. The next meeting will be held July 5, 2017. (approved for publication)
