The Regular Meeting of the Lingle Town Council convened at 6:00 PM September 6, 2023 with Mayor Unverzagt leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: Al Unverzagt Council Members: A.J. Lambert Micah Foster Kathy Wilhelm Brandie Cook There was also present: Town Attorney: Anna Barnes Town Supervisor: Jeremy Ochsner A/ Town Supervisor: Logan Dailey Clerk/Treasurer: Richard Reyes Absent: Police Chief: Endra Andrews Pool Manager: Emily Cottrell LVFD F/C: Kasey Bangerter Mayor Unverzagt welcomed all to the meeting and thanked them for being present. Mayor Unverzagt called for approval of the agenda with the addition of resident Steve Edwards to “Public Comment.” CM Cook moved to approve the agenda with the addition. CM Wilhelm voiced the second and the motion carried unanimously. Mayor Unverzagt called for approval of the minutes of the August 23, 2023 regular council meeting. CM Wilhelm moved to approve the minutes as presented. CM Foster voiced the second and the motion carried unanimously. BILLS FOR AUGUST 2023: CM Lambert moved to approve the payment of the town bills in the amount of $ 196,299.05. CM Wilhelm voiced the second and motion carried unanimously. PUBLIC COMMENT: Lingle resident Steve Edwards informed all present of a car show to take place September 16, 2023 on Mainstreet in Torrington. This is the 50th anniversary of the Scottsbluff Valley Street Rods car show. All are welcome and invited the show takes place 9 AM to 2 PM. LEGAL ITEMS: TA Barnes reported: An MoU between the City of Torrington and the Town of Lingle to allow a City of Torrington employee to spray for mosquitoes in the Town of Lingle has been executed between the two entities; TA Barnes reviewed and received input for various parts of a contract, franchise fee, and pole attachment agreement between the Town of Lingle and Visionary to allow Visionary to install internet fiber in the Town of Lingle utilizing the town’s electric poles and allowing underground access. POOL ITEMS: Mayor Unverzagt reported: The pool was closed for the season September 1, 2023. The council thanked all the pool employees for their hard work. MAINTENANCE ITEMS: TS Ochsner reported: The Maintenance Dept. is preparing streets for chip and seal treatment which is scheduled to take place Friday September 8, 2023; He also reported that a safety meeting will be conducted in the Lingle Community Center September 7, 2023 and that he and ATS Dailey will be attending Line School in Lusk, WY September 13 – 15, 2023; ATS Dailey reported construction of the geodome in Lira Park is progressing. LVFD: S/T Lambert reported: 9 ambulance calls and 1 fire call.
ADMINISTRATIVE ITEMS: C/T Reyes reported: The Town of Lingle’s Low Income Energy Assistance application was approved by the State of Wyoming; The security cameras have been installed and payment has been issued to CTA Technologies; The initial payment to ENJ Remodel and Design for the remodel of the Senior Center restroom has been issued in the amount of $2,635.00; C/T Reyes made note of the Letter of Engagement received from Lenhart, Mason and Associates to the council for the annual F-66 report for the Town of Lingle. Discussion took place and the council agreed by consensus to approve the Letter of Engagement. NEW BUSINESS: Following discussion CM Wilhelm moved to approve the 24-HR catering permit submitted by the Corner Bar to be used at the Lingle Community Center September 9, 2023. CM Cook voiced the second and the motion carried unanimously; Following discussion CM Wilhelm moved to approve the 24-HR Catering permit submitted by the Corner Bar to be used September 9, 2023 on 2nd Street along with a street closure for the same street. CM Cook voiced the second and the motion carried unanimously; Following discussion CM Lambert moved to approve sponsorship of the Goshen County Veterans Banner Program in the amount of $250.00. CM Cook voiced the second and the motion carried unanimously; Discussion of the bulk water rate charged by the Town of Lingle took place. It was determined to leave the rate as is at $0.10 per gallon; Mayor Unverzagt previously informed the council that an entity is interested in installing above ground bulk fuel tanks in the Town of Lingle. C/T Reyes reported to the council that according to the State of Wyoming, the company wishing to install the tanks must contact the State Fire Marshall and the SPCC concerning the installation. It is the town’s responsibility to enforce any and all ordinance’s pertaining to the building and installation of the bulk fuel storage tanks within the town limit.
With no further business to conduct Mayor Unverzagt adjourned the meeting at 7:12 PM.
