PUBLIC NOTICE

BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday January 17, 2023
    The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman Michael McNamee, Vice Chairman Justin Burkart, Commissioner Aaron Walsh and Mary Feagler, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the agenda, seconded and passed. Commissioner Aaron Walsh moved to accept the minutes, seconded and passed.
     Sheriff Kory Fleenor presented the Sheriff’s report. The earnings report for the month of December is $1,310.00 and November $1,200.00. Earnings report for the Commissary is $3,000.14 for December and $4,009.08 for November. Commissioner Justin Burkart moved to accept the Sheriff’s Commissary report and Commissioner McNamee moved to accept the Earnings reports, seconded and passed. Commissioner Aaron Walsh moved to accept the Sheriff’s report, seconded and passed. Lt. Wes Deen spoke on the wage and staffing situation. He asked for wage increases ranging from $1.00 to $5.00 per hour increases for all employees employed by the Sheriff’s department. Sheriff Kory Fleenor presented a lease agreement Commissioner Walsh moved to approve the lease, seconded and passed.
County Treasurer Leticia Dominguez presented her monthly report.  Commissioner Walsh moved to accept the Treasurer’s report, seconded and passed.
    County Clerk Mary Feagler presented the Clerks monthly report. Commissioner Burkart moved to approve the updated warrant report and Clerks report seconded and passed. Commissioner Burkart moved to also pay the voucher for the Sheriff’s Radio Grant of $20,783.12 and the EM voucher and Sheriff’s voucher for Portable Radios in the amount of $562.50 combined, seconded and passed. Commissioner Walsh moved to approve bonds as submitted, seconded and passed.
    Library Board member Cristine Braddy updated the Commissioners on events at the Library. Commissioner Walsh moved to accept the Library report, seconded and passed.
Commissioner Burkart reported on the status of the County Youth Alternatives Board and presented a resolution. Commissioner Walsh moved to approve the resolution to provide funds for the Youth Alternatives program, seconded and passed.

Chairman McNamee addressed the Board appointments. Chairman McNamee moved to appoint Coy Coulson and Sharlet Duffy, who were present at the meeting to the fair board, seconded and passed. Sharlet Duffy volunteered to complete the 2 yr term. Coy Coulson would take the 5 yr term. Commissioner Aaron Walsh moved to appoint Gary Kirchhefer to the predator board, moved and passed.

Joint Powers Board for Goshen Care Center-Michael McNamee
Fair Board Liaison- Michael McNamee
Library Board Liaison-Aaron Walsh
WYDOT Urban Systems Committee-Aaron Walsh
IT Committee-Justin Burkart
Youth Alternatives-Justin Burkart
Megan Brittingham Goshen County 4-H and Extension Educator was present and presented the board with a news letter.
