BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday November 2, 2021
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis and Vice Chairman Cody Cox, Commissioner Justin Burkart and Cindy Kenyon, County Clerk and Clerk of the Board.  The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the agenda and the minutes of the last meeting, seconded and passed.
The Road and Bridge report was accepted from road Superintendent Val Hankins, County Planner Gary Childs and County Surveyor Bob Taylor. Commissioner Burkart moved to approve a credit card for Road and Bridge for travel and ordering supplies, seconded and passed. The following plats were recommended for approval by County Planner Gary Childs on behalf of the Planning Commission and were presented for approval:
Commissioner Cox moved to approve the Autumn View Ridge Subdivision, seconded and passed;
Commissioner Cox moved to approve the Cardinal subdivision 2nd Filing, seconded and passed;
Commissioner Burkart moved to approve the Vacation of Coney Acres Subdivision Part A, seconded and passed;
Commissioner Cox moved to approve the Docheff Subdivision, seconded and passed;

Commissioner Burkart moved to approve the John and Lisa Hood Subdivision, seconded and passed;
Commissioner Cox moved to approve the Stricker Subdivision contingent on the final paperwork transaction, seconded and passed;
Commissioner Burkart moved to approve the Wilson Subdivision, seconded and passed.
Commissioner Cox moved to accept the road and bridge report, seconded and passed.
Commissioner Burkart moved to approve the Clerk of District Court earnings report of $3102.50, seconded and passed.
Deputy County Assessor Tricia Otten presented two Reduction of Taxes Orders in the total amount of $5798.83. Commissioner Cox moved to approve the Reduction of Taxes Orders, seconded and passed.
County Clerk Cindy Kenyon presented her monthly report. The monthly earnings report was presented in the amount of $14850.50.  Commissioner Burkart moved to accept the earnings report, seconded and passed. Commissioner Cox moved to approve the warrants for payment, seconded and passed. Commissioner Burkart moved to approve three employment bonds, seconded and passed. Commissioner Burkart moved to allow the Clerks Office and the Maintenance Dept to obtain a credit card for travel and ordering supplies, seconded and passed.  Commissioner Burkart moved to approve 48 hours of sick leave from the sick bank for an employee, seconded and passed. Commissioner Cox moved to accept the County Clerk’s report, seconded and passed.

County Fire Warden Bill Law presented the Fire Warden’s monthly report. The Fire Warden also recommended the Commissioners cancel the Partial Fire Ban. Commissioner Burkart moved to cancel the Partial Fire Ban, seconded and passed.
Emergency Manager Shelly Kirchhefer presented her monthly report. She also presented the Grant Award Agreement between Wyoming Office of Homeland Security and County of Goshen in the amount of $65000.00 for an emergency generator at EWC. Commissioner Cox moved to approve the grant contract as presented, seconded and passed. She also presented a Grant Award Agreement between the Wyoming Office of Homeland Security and Goshen County in the amount of $20000.00 for Inter Operable Emergency Communications for the Goshen County Sheriff’s Office. Commissioner Burkart moved to approve the Grant Award Agreement as described, seconded and passed. Commissioner Burkart moved to accept the Fire Warden and Emergency Manager’s report, seconded and passed.
The County Clerk presented the contract between the Wyoming Department of Health and Goshen County in the amount of $100,000.00 for the Public Health Emergency Preparedness grant. Commissioner Cox moved to approve the grant contract as presented, seconded and passed.  
The Commission adjourned at 10:15 am. The next regular meeting will be November 16, 2021 at the usual place and time. (approved for publication)
