GOSHEN COUNTY, WYOMING
Tuesday October 5, 2021
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis and Vice Chairman Cody Cox, Commissioner Justin Burkart and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the agenda and the minutes of the last meeting, seconded and passed.
The Road and Bridge report was accepted from County Surveyor Bob Taylor. Commissioner Cox moved to accept the road and bridge report, seconded and passed.
Commissioner Burkart moved to approve the Clerk of District Court earnings report of $3314.00, seconded and passed.
Deputy County Assessor Tricia Otten presented two Reduction of Taxes Orders in the total amount of $1012.65. Commissioner Burkart moved to approve the Reduction of Taxes Orders, seconded and passed. Commissioner Cox moved to accept the County Assessor report, seconded and passed.
County Clerk Cindy Kenyon presented her monthly report. Commissioner Burkart moved to approve the warrants for payment, seconded and passed. The monthly earnings report was presented in the amount of $16800.50. Commissioner Cox moved to accept the earnings report, seconded and passed. Commissioner Cox moved to approve three employment bonds, seconded and passed. Commissioner Cox moved to accept the County Clerk’s report, seconded and passed.

County Fire Warden Bill Law presented the Fire Warden’s monthly report (via email). Emergency Manager Shelly Kirchhefer presented her monthly report. She also presented the Grant Award Agreement between Wyoming Office of Homeland Security and County of Goshen in the amount of $40600.00. Commissioner Cox moved to approve the grant contract as presented, seconded and passed. Commissioner Burkart moved to accept the Fire Warden and Emergency Manager’s report, seconded and passed.
County Library Board member Larissa Felipe updated the Commissioners on events at the public library and presented the 100th Anniversary of the Goshen County Library Proclamation. Various celebratory events will be scheduled until November 14, 2022. Commissioner Cox moved to approve the Proclamation as presented, seconded and passed. Commissioner Cox moved to accept the Library report, seconded and passed.
Resident Albert Lira updated the Commission on issues in the area south of Torrington where he resides. Pictures were presented. Six residents of the area accompanied Mr. Lira. He presented a petition requesting enforcement of several statutes. Mr. Lira also presented letters of support for the petition.
Commissioner Cox moved to hold the next meeting in Lusk solely for the purpose of appointing a representative to replace Hans Hunt, seconded and passed. Commissioner Cox moved to cancel their next regular meeting on October 19, 2021, seconded and passed.
Sheriff Fleenor presented his monthly earnings report in the amount of $1815.00 and Commissary report. Commissioner Cox moved to accept the reports as presented, seconded and passed.
Commissioner Cox moved to enter executive session at 10:35 am to discuss personnel, seconded and passed. The Commission reconvened at 11:00 am, seconded and passed.
The Commission adjourned at am. The County Commissioners will meet in Lusk on October 19, 2021 jointly with other counties to appoint a Representative to the legislature to complete the term of Representative Hans Hunt who has resigned. The next regular meeting will be November 2, 2021. (approved for publication)
