PUBLIC NOTICE

BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
                                                         Tuesday August 3, 2021
    The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis, Justin Burkart Commissioner and Cindy Kenyon, County Clerk and Clerk of the Board.  Commissioner Cox appeared telephonically. The meeting was opened with the Pledge of Allegiance. Commissioner Burkart moved to approve the agenda and the minutes of the last meeting, seconded and passed.
    The Road and Bridge report was accepted from Road Superintendent Val Hankins, County Surveyor Bob Taylor and County Planner Gary Childs. The Commissioners considered Resolution 2021-07 A Resolution Authorizing the Submission of an Application for Federal Funding through the Congestion Mitigation Air Quality Program Administered by WYDOT for Goshen County for the Purposes of the Broom Attachment Project in the amount of $12,636. Commissioner Cox moved to approve Resolution 2021-07 as presented and allow the Road Superintendent to sign all forms for the grant, seconded and passed. The Road Superintendent also requested permission to apply for a WRRSP grant from WYDOT for signage. Commissioner Burkart moved to allow the Road Superintendent to apply for the WYDOT signage grant and sign all forms, seconded and passed. The Road Superintendent also presented the final certificate of acceptance from WYDOT for the striping grant project. Commissioner Cox moved to approve the certificate of acceptance for the striping grant, seconded and passed. Commissioner Burkart moved to accept the Road and Bridge report, seconded and passed.
Clerk of District Court Brandi Correa presented her monthly report. Commissioner Burkart moved to approve the Clerk of District Court earnings report of $5725.47, seconded and passed. Commissioner Burkart moved to accept the Clerk of Court Earnings Report, seconded and passed.
County Assessor Debbie Surratt presented Resolution 2021-05 A Resolution Establishing Tax Levies for Fiscal Year 2022. Every special district is levying at their full capacity except the cemetery districts. Commissioner Burkart moved to approve Resolution 2021-05 as presented, seconded and passed.
    County Clerk Cindy Kenyon presented her monthly report. Commissioner Burkart moved to approve the warrants for payment, seconded and passed. The monthly earnings report was presented in the amount of $20,167. Commissioner Cox moved to accept the earnings report, seconded and passed. Commissioner Cox moved to approve the earnings report, seconded and passed. Commissioner Burkart moved to approve one employment bond, seconded and passed. Commissioner Burkart moved to approve Resolution 2021-06 A Resolution Increasing the Maximum Amount of Funds in the Abandoned Vehicle Account, seconded and passed. Commissioner Burkart moved to accept the County Clerk’s report, seconded and passed.

    County Fire Warden Bill Law presented the Fire Warden’s monthly report. Commissioner Burkart moved to approve the Fire Warden’s and Emergency Manager Shelly Kirchhefer’s report (via email), seconded and passed.
    County Library Board member Terry Haines updated the Commissioners on events at the public library. Commissioner Burkart moved to accept the Library report, seconded and passed.
The Commissioners considered the Amended and Restated Cooperative Agreement Among the Wyoming Department of Transportation (WYDOT), the City of Torrington and Goshen County in the amount of $119,187. Commissioner Burkart moved to approve the Amended Cooperative Agreement as presented, seconded and passed.
Commissioner Burkart stated the Goshen County Commissioners have recently received an offer to lease approximately 70 acres of county-owned mineral rights for possible oil exploration. This land has been previously leased for such purposes, but has never resulted in prior production. The prior leases have been expired for several years, and due to potential new technologies at least one potential lessee believes this property to be viable for oil exploration. Please see the attached information as concerns the property in question, prior leases for this property, and the lease terms proposed now by the new lease applicant. Goshen County seeks input from any interested parties about the terms of the proposed lease, the property in question, or other issues related thereto.
    The Commission adjourned at 10:10 am. The next regular meeting will be Tuesday August 17, 2021 at the usual place and time.
