The Regular Meeting of the Lingle Town Council convened at 5:00 PM July 7, 2021 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Members: Steve Edwardson Joe Welte Brandie Cook A.J. Lambert There was also present: Police Chief: Endra Andrews Fire Chief: Kasey Bangerter Town Attorney: Anna Barnes Clerk: Richard Reyes Town Supervisor: Larry Haeffelin. Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin requested the addition of one item to the agenda; an Application for 24-HR Malt/Beverage Permit. Mayor Siglin called for approval of the agenda with the addition. CM Welte moved to approve the agenda as amended.  CM Cook voiced the second and the motion carried unanimously. Mayor Siglin called for approval of the minutes of the June 23, 2021 regular council meeting.  CM Cook moved to approve the minutes as presented. CM Welte voiced the second and the motion carried unanimously. BILLS FOR JUNE 2021: CM Edwardson moved to approve the Town bills in the amount of
$ 50,713.80. CM Lambert voiced the second and the motion carried unanimously. PUBLIC COMMENT:  Mayor Siglin discussed the Ribbon Cutting for the StoryWalk project in Whipple Park and mentioned that the festivities went well. He also presented FC Bangerter with a poster from the school for the reading project in conjunction with the Fire Department POLICE ITEMS: PC Andrews reported: Since the last Council Meeting she attended a training in Wheatland June 24th and 25th and has attended a service training; The 4th of July weekend went very well; two suspicious circumstances were reported; one assault was charged and she assisted with one civil standby. LVFD: FC Bangerter reported: Since the last Council Meeting: eight ambulance calls; one fire call; the LVFD brought home two trophies from the State Fire Convention. FC Bangerter requested use of the Community Center kitchen to prepare food for the August 10th hamburger fry at Whipple Park. Council agreed by consensus to allow the usage. LEGAL: TA Barnes reported: A criminal trial will take place July 15th at 9 A.M. in the Lingle Community Center. ADMINISTRATIVE: C Reyes reported: ARPA-NEU Funds in the amount of $39,543.94 have been received from the State of Wyoming; The renewed local liquor licenses have been distributed to local bar and restaurant owners. MAINTENANCE: TS Haeffelin reported: A portion of the sidewalk in front of the Corner Bar has been replaced; The StoryWalk displays have been installed in Whipple Park; The damaged wall in the Lingle Community Center has been repaired. LINGLE POOL: PM HILL reported: Pool
operations are up and running, swimming lessons are comprised of more Lingle non-residents; Discussion of an event in the park on July 31st took place. The event is to take place from 2-7 P.M. A sand volleyball and cornhole tournament are to take place. The event will take place to assist with donations for the pool.  PM Hill requested a beer garden be part of the festivities and Council will take it into consideration.   
ORDINANCES: THIRD READING OF ORDINANCE #353 AN ORDINANCE AMENDING  AND RE-ENACTING ORDINANCE 195 OF THE TOWN OF LINGLE, WYOMING PROVIDING FOR THE REGULATION OF CERTAIN TRAFFIC OFFENSES WITHIN THE TOWN OF LINGLE.
Following the title reading of Ordinance #353 CM Edwardson moved to approve the third reading of Ordinance #353. CM Welte voiced the second and the motion carried unanimously. THIRD READING OF ORDINANCE #354 AN ORDINANCE AMENDING ORDINANCE 274 OF THE TOWN OF LINGLE, WYOMING MUNICIPAL CODE AND FEES. Following the title reading of Ordinance #354 CM Welte moved to approve the first reading of Ordinance #354.  CM Edwardson voiced the second and the motion carried unanimously. THIRD READING OF ORDINANCE #355 AN ORDINANCE AMENDING AND ADDING SECTION 8 OF ORDINANCE #109, ADDING FAILURE TO APPEAR FOR ARRAIGNMENTS AND TRIALS IN MUNICIPAL COURT. Following the title reading of Ordinance #355 CM Lambert moved to approve the third reading of Ordinance #355. CM Cook voiced the second and the motion carried unanimously. FIRST READING OF ORDINANCE #356 AN ORDINANCE AMENDING ORDINANCE NO. 212 ESTABLISHING RATES, FEES AND CHARGES RELATING TO ELECTRICAL, WATER, SEWER, GARBAGE AND LANDFILL SERVICES; REPEALING ORDINANCES IN CONFLICT HEREWITH; AND, PROVIDING FOR AN EFFECTIVE DATE. Following discussion of Ordinance #356 CM Edwardson moved to approve the first reading of Ordinance #356. CM Welter voiced the second and the motion passed unanimously. NEW BUSINESS: COPIER CONNECTION SERVICE CONTRACT Following discussion of the service contract CM Welte moved to approve the renewal of the Town Office copier service contract with Copier Connection. CM Cook voiced the second and the motion passed unanimously. APPLICATION FOR 24-HR MALT BEVERAGE PERMIT – HOEHN Following discussion CM Cook moved to approve the Hoehn 24-Hr Malt Beverage Permit. CM Lambert voiced the second and the motion carried unanimously.
COUNCIL ITEMS: CM Edwardson mentioned to the Council that the Financial Fund status he reported is not thru the end of year 2020-21; Mayor Siglin commented that he was happy that the 4th of July went well with no incidents in the Town of Lingle. Mayor Siglin advised at 5:40 P.M. that he was recessing the regular session so that Council could go into Executive Session. Executive Session began at 5:46 P.M. and ended at 6:31 P.M.  Pool issues were discussed. Regular session reconvened at 6:32 P.M. With no further business to conduct Mayor Siglin adjourned the meeting at 6:35 PM.
