PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of the City of Torrington (Torrington or the City) for authority to set its Power Cost Adjustment (PCA) factor at -$0.003823 per kWh sold, and to adopt an avoided cost rate of $0.040462 per kWh, applicable to its customers outside city limits. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

On March 4, 2021, Torrington filed its Application requesting authority to set its PCA Factor to -$0.003823 per kWh sold, effective April 1, 2021. The City is adjusting the PCA factor because the forecasted power cost is lower than the base power cost and the under-collected balance of its commodity balancing account as of November 30, 2020. The Application further requested authority to adopt an avoided cost rate of $0.040462 per kWh sold.

The average residential customer, outside Torrington’s corporate limits, using approximately 750 kWh per month, may expect a monthly electric bill decrease of approximately $2.87 based on the new PCA Factor. Actual bills will vary with usage.


Commission Rule Chapter 3, Section 26 allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar-for-dollar basis, subject to public notice, opportunity for hearing, and refund.

Torrington’s Application is on file at the Commission’s offices in Cheyenne, Wyoming and at the City’s offices. The Application is available for inspection by any interested person during regular business hours or online at: http://psc.state.wy.us.

Anyone desiring to file a statement, intervention petition, protest, or request for a public hearing in this matter must file in writing with the Commission on or before May 10, 2021. A proposed intervention or request for hearing must set forth the grounds under which they are made and the position and interest of the petitioner in this proceeding.
