PUBLIC NOTICE

BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
    Tuesday Feb 16, 2021
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Vice Chairman Cody Cox, Justin Burkart Commissioner and Cindy Kenyon, County Clerk and Clerk of the Board. Chairman Ellis is absent. The meeting was opened with the Pledge of Allegiance. Commissioner Cox moved to approve the revised agenda and minutes of the last meeting, seconded and passed.
Emergency Manager Shelly Kirchhefer updated the Commission on the EMPG 2021 grant application and siren maintenance fees.
The Sheriff’s Commissary report was accepted from Sheriff Fleenor. Commissioner Burkart moved to accept the Sheriff’s report, seconded and passed.
The Treasurer’s report was accepted from County Treasurer Leticia Dominguez. Commissioner Cox moved to accept the Treasurer’s report, seconded and passed.

The County Clerk’s report was accepted from County Clerk Cindy Kenyon. The County Clerk presented the updated warrant report. Commissioner Cox moved to approve the updated warrant report, seconded and passed.  The Clerk presented three employee bonds for approval. Commissioner Burkart moved to approve the employee bonds, seconded and passed.  Commissioner Cox moved to ratify Resolution 2021-01A Resolution Appointing a Special Prosecutor, seconded and passed. Commissioner Burkart moved to approve the contracts between the State of Wyoming Department of Health, Public Health Division and Goshen County for Covid Response Activities in the amount of $100,000 and $138,575 for Covid vaccination campaign activities, seconded and passed. Commissioner Cox moved to accept the Clerk’s report, seconded and passed.
County Assessor Debbi Surratt presented a Reduction of Taxes Order in the amount of $701.24. Commissioner Cox moved to approve the Reduction of Taxes Order as presented, seconded and passed.
Kyle Borger with Goshen Help updated the Commission on services in Goshen County.
Jill Jarrard with Wyoming Downs presented information supporting a proposed “blanket” resolution to allow pari-mutuel betting machines in Goshen County bars with oversite of the Wyoming Gaming Commission. Commissioner Cox moved to table the discussion for further research, seconded and passed. Gay Woodhouse also spoke on the proposed resolution. Ms. Woodhouse is legal counsel for Cowboy Skill Games. She spoke in opposition of the Resolution.
The County Commissioner had published a request for bids for the County Health Insurance Consultant position. Three companies submitted bids for the position: Agile Benefits, Goshen Financial Strategies, and Willis Towers Watson.  Commissioner Cox moved to award the Health Insurance Consultant position with a one year contract to Goshen Financial Strategies, seconded and passed.
The County Commissioners considered the applications for the Goshen County Charitable Relief Program. This program was initiated by the Governor’s Office with Cares Act Funds. The following amounts were awarded:  St. Joseph’s Children’s Home $217,300.95; Goshen County Senior Friendship Center $11,000.00; Wyoming Child and Family Development (Goshen County operations only)  $26,744.30; and the Community Healthcare Foundation  $26,918.30. Commissioner Burkart moved to award the funding as designated, seconded and passed. All funding was expended.
Chairman Ellis opened a public comment period. No public comment was offered.
The Commission adjourned at 10:28 am. The next regular meeting will be Tuesday March 2, 2021.
