The Regular Meeting of the Lingle Town Council convened at 5:00 PM February 3, 2021 with Mayor Siglin leading the Pledge of Allegiance. Upon roll call, the following were present, constituting a quorum: Mayor: George Siglin Council Members: Brandie Cook Steve Edwardson A.J. Lambert Joe Welte There was also present: Clerk: Richard Absent: Police Chief: Endra Andrews Town Attorney: Anna Barnes Fire Chief: Kasey Bangerter Town Supervisor: Larry Haeffelin. Mayor Siglin welcomed all to the meeting and thanked them for being present. Mayor Siglin called for approval of the agenda as presented. CM Welte moved to approve the agenda. CM Cook voiced the second and the motion carried unanimously. Mayor Siglin called for approval of the minutes of the January 6, 2021 regular council meeting. CM Lambert moved to approve the minutes as presented. CM Cook voiced the second and the motion carried unanimously. BILLS FOR January 2021: CM Edwardson moved to approve the Town bills in the amount of $ 92,323.23. CM Cook voiced the second and the motion carried unanimously. ADMINISTRATIVE ITEMS: C Reyes Reported: The Annual Injury Report has been submitted to the Bureau of Labor Statistics; The Annual Self-Audit was completed with the assistance of CM Edwardson; The Community Center kitchen license has been renewed for 2020-2021; The Community Center passed the annual sprinkler inspection and test; Annual Self-Audit Proof of Cash documents have been submitted to the Wyoming Department of Audit. ORDINANCES: FIRST READING OF ORDINANCE #350 AN ORDINANCE ESTABLISHING REGULATIONS CONCERNING TOBACCO/NICOTINE SALES, PURCHASES AND USAGE BY AND TO PERSONS UNDER THE AGE OF TWENTY-ONE (21) YEARS; PENALTIES FOR VIOLATIONS.
Following discussion CM Welte moved to approve the first reading of Ordinance #350. CM Lambert voiced the second and the motion passed unanimously. FIRST READING OF ORDINANCE #351 AN ORDINANCE AMENDING AND RE-ENACTING ARTICLE 4, PARAGRAPH 1-405 OF ORDINANCE NO. 195 OF THE TOWN OF LINGLE, WYOMING MUNICIPAL CODE. Following discussion, it was agreed to amend Ordinance #351 and revise the discharging hours of fireworks on New Year’s Eve to 10 o’clock PM to 12:30 o’clock AM. CM Edwardson moved to approve the first reading of Ordinance #351 with the amendment. CM Joe Welte voiced the second and the motion passed unanimously.
COUNCIL ITEMS: Mayor Siglin discussed the status of the Direct Distribution to Cities, Towns and Counties from the State of Wyoming; He also stated that on February 6, 2020 the Grand Opening of the Lingle Community Center took place. With no further action to be taken Mayor Siglin adjourned the meeting at 5:27 PM.
