PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Amended Application of Wyrulec Company (Wyrulec or the Cooperative) for authority to decrease its avoided cost rate from $0.04427 to $0.01987 per kWh, effective March 1, 2021. The Commission’s approval of Wyrulec’s Amended Application is subject to notice, protest, intervention, opportunity for hearing, change, refund, or other such further order as the Commission may deem appropriate.

Wyrulec is a distribution cooperative, providing electricity and electrical service to commercial, irrigation and residential members in Wyoming and Nebraska and is an all-requirements power supply consumer of Tri-State Generation and Transmission. The Public Utility Regulatory Policies Act of 1978 requires the Cooperative to purchase all kWhs generated by a Qualifying Facility (QF) at its avoided cost. The Cooperative requested authority to update its avoided cost rate in accordance with Wyo. Stat. § 37-2-122(d)(i), which states that a distribution cooperative’s avoided cost is the wholesale power supplier’s avoided cost. Tri-State Generation & Transmission’s 2021 published avoided cost rate is $0.01987 per kWh.

This is not a complete description of the Amended Application. Wyrulec’s Application and Amended Application are on file at the Commission’s offices in Cheyenne, Wyoming and available for inspection by any interested person during regular business hours or online at: http://psc.state.wy.us/.
Anyone desiring to file a statement, intervention petition, protest or request for a public hearing in this matter must file in writing with the Commission on or before February 26, 2021. A proposed intervention or request for hearing must set forth the grounds under which they are made and the position and interest of the petitioner in this proceeding.
