The Torrington City Council met in regular session on Tuesday, January 5, 2021 in the City Council Chambers at 436 East 22nd Ave. at 7:00 p.m. Present: Mayor Adams, Council Members Kelly, Kinney and Patterson. Also Present: Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson and Deputy City Clerk Anaya.
Mayor Adams called the meeting to order.  
Former Councilman William Law led the Pledge of Allegiance.
Mayor Adams presented former Councilman William Law with a plaque in recognition of 8 years of public service as a Council member for the City of Torrington and as a thank you for his dedication and commitment to the community.   

Attorney Eddington administered the Oaths of Office to newly elected officials Councilman Dennis Kelly and Councilman Richard Patterson.
Mayor Adams led the session with informational announcements on the following items: 1.
City Council vacant seat update; 2. COVID-19 updates and recommendations; 3. Goshen County mask mandate reminder and update; 4. COVID-19 vaccine update; 5. Governor Gordon Public Health Order update on bars and restaurants; 6. Reminder to citizens that sidewalks must be cleared within 24 hours of a snowfall; and 7. Reminder that the Public Hearing for the 2021 Liquor License Renewals will be held at the 02-16-21 Council meeting.
Councilman Patterson moved and Councilman Kinney seconded to approve the consent agenda which includes the minutes from the 12-15-20 Council meeting as published and all actions therein be ratified. Motion carried unanimously.
Councilman Kelly moved and Councilman Kinney seconded to approve the agenda as presented. Motion carried unanimously.
Mayor Adams presented for approval the appointment of City Officials for calendar year 2021. Councilman Kinney moved and Councilman Patterson seconded to approve the appointments of James Eddington as City Attorney, Matthew Johnson as Chief of Police, Lance Petsch as Fire Chief, Lynette Strecker as City Clerk/Treasurer, Jeffrey Harkins as Director of Public Works, John Patrick as Municipal Judge, and Herbert Doby and Kenneth Brown as Associate Municipal Judges. Motion carried unanimously.
Councilman Patterson moved and Councilman Kelly seconded to appoint Councilman Ted Kinney as Mayor Pro-Tem for calendar year 2021. Motion carried unanimously.
Mayor Adams presented for approval the following appointments: Airport Board – Dave Arland, Michael Richey, Deb Yeik and Randy Baugh. Expiration of Terms: 12-31-24; Consolidated Wyoming Municipality Electric Joint Powers Board – Randy Adams. Expiration of Term: 12-31-23; Council Committee Assignments – Randy Adams (Streets, Sanitation, Museum, Investment, Parks, Cemetery, Pool, Golf, Care Center Board), Ted Kinney (Wage, Airport, Ambulance, Electrical), Richard Patterson (Investment, Health Insurance) and Dennis Kelly (Water, Sewer, Shop, Fire, Vehicles, Buildings); Health Insurance Committee – Amy Haas, Indefinite. Councilman Kelly moved and Councilman Patterson seconded to designate Randy L. Adams as a Full-Time Mayor for calendar year 2021. Motion carried unanimously.
Attorney Eddington read Resolution No. 2021-1 approving the institutions as bank depositories and/or security broker/dealers for the City of Torrington during calendar year 2021. Councilman Patterson moved and Councilman Kinney seconded to approve Resolution No. 2021-1 as presented. Motion carried unanimously.        
The bills from 12-16-20 to 01-05-21 were presented for payment. Councilman Kinney moved and Councilman Kelly seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Adams asked for public comments, questions or concerns.
Councilman Kinney announced that President-elect Joe Biden is planning a lighting ceremony at the Lincoln Memorial Reflecting Pool to honor those killed by the coronavirus the evening of 01-19-21 in Washington at 5:30 p.m. He stated that the event will be the first-ever lighting around the Reflecting Pool to memorialize American lives lost and indicated that all communities around the country are invited to join Washington in lighting up buildings and ringing church bells at 5:30 p.m. in a national moment of unity and remembrance.
Councilman Kinney moved and Councilman Patterson seconded to adjourn to executive session to discuss personnel. Motion carried unanimously.
Councilman Kinney moved and Councilman Patterson seconded to return the Council to regular session. Motion carried unanimously.
Councilman Kinney moved and Councilman Patterson seconded to approve the wage recommendation proposed by Chief of Police Johnson as presented. Motion carried unanimously.
Councilman Patterson moved and Councilman Kinney seconded that there being no further business to come before the Mayor and Council to adjourn at 8:16 p.m. Motion carried unanimously.
