The Torrington City Council met in regular session on Tuesday, December 1, 2020 in the City Council Chambers at 436 East 22nd Ave. at 7:00 p.m. Present: Mayor Adams, Council Members Kinney, Law and Patterson. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins, Chief of Police Johnson, Building Official Estes and Deputy City Clerk Anaya.
Mayor Adams called the meeting to order.  
Councilman Patterson led the Pledge of Allegiance.  
Mayor Adams led the session with informational announcements on the following items: 1.

City Council vacant seat update; 2. Goshen County mask mandate update; 3. COVID-19 updates and recommendations; 4. Announcement that several City of Torrington Departments are operating on split shifts in order to be able to deliver the critical services of water, sewer, electricity and garbage; 5. Announcement that the 2020 Christmas Parade has been canceled; and 6. Request for continued local business community support.
Mayor Adams announced that the public who is not in attendance of the meeting can participate in the public hearing that is to follow by calling (307) 532-6925 and entering 83656823 for the participant code.
Councilman Law moved and Councilman Kinney seconded to approve the consent agenda which includes the minutes from the 11-17-20 Council meeting as published and all actions therein be ratified. Motion carried unanimously.
Mayor Adams requested approval to amend the agenda as follows:
• Add Small Business Saturday Proclamation to the Action Items List.
Councilman Patterson moved and Councilman Kinney seconded to approve the agenda as amended. Motion carried unanimously.   
Attorney Eddington read a proclamation declaring 11-28-20, 12-05-20, 12-12-20, 12-19-20 and 12-26-20 as Small Business Saturday. It celebrates local small businesses and the contributions they make to the local economy and community, and it urges the residents of the community and communities across the country to support small businesses and merchants on Small Business Saturday and throughout the year. Councilman Law moved and Councilman Kinney seconded to approve the proclamation as presented. Motion carried unanimously.
Mayor Adams stated as a reminder that anyone wishing to address the Mayor and Council in the public hearing that is to follow can do so by calling (307) 532-6925 and entering 83656823 for the participant code.
Clerk/Treasurer Strecker stated that the City of Torrington is seeking public input and comments on the Wastewater Treatment Plant Modifications Project. She commented that the project involves the engineering and construction of a pre-treatment facility and other headworks modifications. Clerk/Treasurer Strecker indicated that pre-treatment components include screening and grit removal. She stated that lift station pump upgrades, a bypass pump, a vactor truck receiving station (upstream of the main lift station), piping modifications, controls, flow metering, PLC controls and SCADA are also included in the project. Clerk/Treasurer Strecker commented that the project will reduce aeration pond sludge build-up, BOD loading, and labor hours and maintenance costs, while increasing system efficiency and longevity. Director of Public Works Harkins indicated that based on current cost estimates, the City of Torrington plans to borrow $3, 500, 000 from the Wyoming Clean Water State Revolving Loan Fund for the project. He stated that the City was eligible for a 50% forgiveness of a portion of the principal of the loan but that due to the state’s financial situation only a 14% principal forgiveness was granted. Mayor Adams opened the public hearing. He asked for public comments in favor of the project. Dennis Kelly addressed the Mayor and Council. He inquired about the increased user fees that will be used to repay the loan. In specific, he asked for a detailed explanation as to how the estimated average rate increase of $1.00 per 1, 000 gallons was calculated. Clerk/Treasurer Strecker described the calculation in detail. Mayor Adams asked for public comments against the project, none were heard. The public hearing was closed. Councilman Patterson moved and Councilman Kinney seconded to approve moving forward with the loan for the Wastewater Treatment Plant Modifications Project as presented. Motion carried unanimously.
Mayor Adams presented the 2021 Golf Rates and Fees for approval. Modifications presented for approval were: Junior/Student - $130, Single - $470, Couple/Married - $685, Family - $780, College Student (under 26 years of age) - $140, Senior (62 years of age and older) - $430, Senior Couples (both must be 62 years of age or older and married) - $650, Trail Fees Annual License - $190, 1 Year City Cart Lease (1 Person)/(1 Couple) - $460/$560, Gas Golf Cart Shed - $130, and Electric Golf Cart Shed - $160.
Mayor Adams presented the 2021 Golf Tournament Schedule for approval.
Councilman Law moved and Councilman Kinney seconded to approve the 2021 Golf Rates and Fees, and the 2021 Golf Tournament Schedule as presented. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 18.16.020 OF THE TORRINGTON MUNICIPAL CODE, 2020 REVISIONS, RELATING TO THE CITY OF TORRINGTON, WYOMING, AMENDING THE ZONING DISTRICT MAP BY ESTABLISHING “R-2A” ZONING FOR A TRACT OF LAND. Councilman Kinney moved and Councilman Patterson seconded to approve Ordinance No. 1231 as presented on third reading. Motion carried unanimously.   
Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 18.16.020 OF THE TORRINGTON MUNICIPAL CODE, 2020 REVISIONS, RELATING TO THE CITY OF TORRINGTON, WYOMING, AMENDING THE ZONING DISTRICT MAP BY ESTABLISHING “R-2” ZONING FOR A TRACT OF LAND. Councilman Patterson moved and Councilman Kinney seconded to approve Ordinance No. 1232 as presented on third reading. Motion carried unanimously.   
The bills from 11-18-20 to 12-01-20 were presented for payment. Councilman Law moved and Councilman Patterson seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Adams asked for public comments, questions or concerns. None were heard.
Councilman Kinney moved and Councilman Patterson seconded that there being no further business to come before the Mayor and Council to adjourn at 7:33 p.m. Motion carried unanimously.
