BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
    Tuesday October 6, 2020
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis, Vice Chairman Cody Cox, Pinky Walter Commissioner and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Walter moved to approve the agenda and minutes of the last meeting, seconded and passed.
Road Superintendent Val Hankins, County Surveyor Bob Taylor, and County Planner Gary Childs presented the Road Report. Commissioner Walter moved to accept the Road and Bridge report, seconded and passed. County Planner Gary Childs presented the Goshen County Group “A” Livestock Permit for an expansion to the Dinklage Feed Yard Inc to 33,000 head. The County Planning Commission recommends a do pass for this permit. Planning Commission member Vickie Zimmer, Commissioner Cox and Chairman Ellis spoke in favor of the permit. Commissioner Walter moved to approve the permit as presented, seconded and passed. Commissioner Walter moved to accept the
County Clerk Cindy Kenyon presented the monthly report. Commissioner Walter moved to ratify Resolution 2020-15 A RESOLUTION TO APPOINT A SPECIAL PROSECUTOR, seconded and passed. Commissioner Cox moved to approve the warrants for payment as presented, seconded and passed. Commissioner Walter moved to accept the Clerk’s Earnings Report in the amount of $18,737.50, seconded and passed.  Commissioner Cox moved to approve the Clerk’s report, seconded and passed. Commissioner Cox moved to approve an employee to use sick bank hours as stated in the employee handbook, seconded and passed.

County Assessor Debbi Surratt presented Reduction of Taxes Orders in the amount of $187.22. Commissioner Walter moved to approve the Reduction of Taxes Orders as presented, seconded and passed.
County Emergency Manager Shelly Kirchhefer and Fire Warden Bill Law presented their monthly reports. Commissioner Walter moved to accept the Emergency Manager and Fire Warden reports, seconded and passed.
Clerk of Court Brandi Correa presented her earnings report. Commissioner Cox moved to accept the earnings report in the amount of $2385.30, seconded and passed.
Information Technology Director Jesse Bowen updated the Commissioners on the fiber project. Mountain West Telephone is running fiber from the south and continue north and east of Goshen County. Commissioner Walter moved to approve the fiber/internet project, seconded and passed.
Resident and student Joseph Randolph commented about the lack of in person classes at EWC.
The Commission adjourned at 10:05 am. The next regular meeting will be October 20, 2020.
