BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
                                                         Tuesday May 5, 2020
    The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the Commissioners Chambers with the following members present Chairman John Ellis, Vice Chairman Cody Cox, Pinky Walter Commissioner and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Cox moved to approve the agenda and minutes of the last meeting, seconded and passed.
Interim Road Superintendent Val Hankins presented a County Road Fund Project in the amount of $400,000 for repair of several problematic areas. Commissioner Walter moved to approve the CRF Project 2020-01 Goshen County Road Rehabilitation Project, seconded and passed.  Commissioner Cox moved to appoint Val Hankins as the Road Superintendent, seconded and passed. The Chairman reflected on all the positives changes to the Road and Bridge department and the plans of the Road Rehabilitation Project. Superintendent Hankins thanked the Commission and reported the staff is dedicated to serving the residents. Commissioner Walter moved to accept the Road and Bridge report, seconded and passed.
The County Clerk’s report was accepted from County Clerk Cindy Kenyon. The Clerk presented the warrants for payment. Commissioner Walter moved to approve the warrant report, seconded and passed. Commissioner Cox moved to approve the County Clerk’s earnings report in the amount of $12,339.00, seconded and passed. Commissioner Cox moved to extend the Covid Leave Policy for employees pursuant to the federal Families First Corona Virus Response Act until 12-31-2020, seconded and passed. Commissioner Walter moved to approve the employee handbook revisions Resolution 2020-05 as previously presented, seconded and passed. Commissioner Walter moved to accept the County Clerk’s reports, seconded and passed.

The Emergency Manager and Fire Warden’s reports was accepted from Emergency Manager Shelly Kirchhefer and Fire Warden Bill Law. Commissioner Walter moved to accept the Fire Warden’s report, seconded and passed. Commissioner Walter moved to accept the Emergency Manager report. The Chairman thanked Emergency Manager Shelly Kirchhefer for going beyond what is expected in emergencies.
Public comment was allowed. Resident Kirk Haas asked about the variance process for Covid rules locally. County Attorney Eric Boyer reviewed the process and reasoning for the process.
The Assessor’s report was accepted from County Assessor Debbi Surratt.  Commissioner Walter moved to accept the Assessor’s report, seconded and passed.
Public comment continued with Kirk Haas regarding Covid variances. Jill O’Bryan spoke on the same topic.
The County Clerk presented Resolution 2020-05A a Resolution establishing the election districts for the 2020 election. Commissioner Cox moved to approve Resolution 2020-05A which continues the same elections districts for the 2020 election, seconded and passed.
The meeting adjourned at 10:30 am.
