    The Torrington City Council met in regular session on Tuesday, December 3, 2019 in the City Council Chambers at 436 East 22nd Ave. at 7:00 p.m. Present: Mayor Adams, Council Members Hill, Kinney, Law and Mattis. Also Present: Clerk/Treasurer Strecker, Attorney Eddington, Director of Public Works Harkins and Deputy City Clerk Anaya.
        Mayor Adams called the meeting to order.
Director of Public Works Harkins led the Pledge of Allegiance.
Mayor Adams commented that he hopes everyone had a Happy Thanksgiving and that he is looking forward to a good holiday season coming up.

Mayor Adams spoke in reference to the power outage that occurred on Saturday, November 30, 2019. He stated that it was caused by the galloping lines at the new Western Area Power Administration (WAPA) Goshen Substation five miles east of town. Due to the outage at that substation, WAPA then tried to feed Torrington from the Stegall/Lyman Substation to restore power but unfortunately that line was also out due to transformer loss from the storm at Lyman and galloping lines as well. The extent of the outage was primarily due to WAPA working extensively towards getting the Stegall/Lyman Substation repaired. Mayor Adams indicated that Electrical Supervisor Youtz was asked by Black Hills Energy to bring one circuit of two up (the Community Hospital circuit was brought up first) and to then bring the second circuit up thirty minutes later to help stabilize the gas pressure and avoid gas outages. He stated that the temporary outage that occurred on Tuesday, December 3, 2019 was a result of WAPA attempting to re-establish the feed at the Goshen Substation. When WAPA crews paralleled in, the power went out. WAPA shortly after discovered that there was a burned off jumper on the takeoff structure at the Goshen Substation that they were unaware of, therefore, they had to re-establish the feed to the Stegall/Lyman Substation in order for power to be restored. Mayor Adams commended all of the City of Torrington departments who responded effectively to the high pressure situation that was a result of blizzard like weather and extremely cold temperatures that caused the power outage. He commented that the Streets Department has been diligently working on snow removal and clearing streets, and indicated that it will be a work in progress. Mayor Adams stated that the storm also illuminated several problems that the City did not know existed. Torrington Police Department Dispatch received several calls inquiring about emergency preparedness including heavy equipment rental availability and concerns regarding individuals with special medical needs. At the time of the storm, Dispatch did not have the pertinent information available to divulge, but that has since then been corrected. Mayor Adams indicated that City fuel pumps were out of commission due to the electric outage; there are plans in the near future to remedy this issue. He then discussed the largest issue that arose which is in regards to the lack of designated shelters within the City that are heated. In plain words, there are none available. Mayor Adams stated that shelters fall under the emergency management category and that it will be an issue that will need to be discussed as time goes on.
    Mayor Adams stated that the City has designated snow routes that need to be cleared. He urged the public to please move all vehicles off of those streets after significant weather events occur in order to allow for proper snow removal to take place. Those designated snow routes include the following streets: West C Street, Main Street, East D Street, 30th Avenue, 25th Avenue, 20th Avenue, 17th Avenue and the Overpass.
    Mayor Adams indicated that Dietzler Construction Corporation, the contractor that completed the Frontage Road Reconstruction and Water Line Replacement Project, will return in the Spring of 2020 to execute final cleanup procedures and seeding where needed.
Mayor Adams announced that the annual Christmas Parade will be held on Friday, December 6, 2019. It will begin at 6:30 p.m. on 27th Avenue and proceed south on Main Street and will culminate on the lawn just south of the Goshen County Courthouse where the first annual Christmas tree lighting ceremony will take place.
Councilwoman Hill moved and Councilman Mattis seconded to approve the consent agenda which includes the minutes from the 11-19-19 Council meeting as published and all actions therein be ratified. Motion carried unanimously.
Mayor Adams requested approval to amend the agenda as follows:
    • Add Conditional Sale Agreement – Between Yamaha Motor Finance Corporation, U.S.A., and the City of Torrington to the Action Items List.
    Councilman Law moved and Councilman Kinney seconded to approve the agenda as amended. Motion carried unanimously.
Chief of Police Hurd introduced Communications Officer Ali Alyamani to the Mayor and Council.
Councilman Kinney commended Police Officer Rojas for exemplifying excellent community policing service by assisting an elderly lady across the street.
Patrick Zimmerer with Table Mountain Vineyards, LLC requested approval of a catering permit for a Goshen County Economic Development/Chamber of Commerce Christmas Parade Event to be held at 2042 Main Street (21st & Main) on December 6, 2019 from 4:00 p.m. to 8:00 p.m. Councilman Mattis moved and Councilman Kinney seconded to approve the catering permit as presented. Motion carried unanimously.
Mayor Adams presented for approval the Conditional Sale Agreement between Yamaha Motor Finance Corporation, U. S. A., and the City of Torrington. He stated that the agreement is for the purchase of 15 DR2A EFI Golf Carts and indicated that Golf Pro Dent has the golf carts on a rotation schedule to trade-in for new models to ensure that proper upkeep and maintenance is always attained on them. Clerk/Treasurer Strecker commented that if the agreement is approved, there will be an increase of $288.00 to the FY 2021 Budget. Councilman Law stated that the acquiring of new golf carts on a rotation schedule is a great program that makes the golf course more operative, friendly and professional. Councilman Law moved and Councilman Kinney seconded to approve the Conditional Sale Agreement between Yamaha Motor Finance Corporation, U. S. A., and the City of Torrington as presented. Motion carried unanimously.
The bills from 11-20-19 to 12-03-19 were presented for payment. Councilwoman Hill moved and Councilman Mattis seconded to approve the bills for payment as presented. Motion carried unanimously.
Mayor Adams asked for public comments, questions or concerns. None were heard.
Councilman Mattis thanked all of the City of Torrington departments that were instrumental in responding to the events that resulted from the power outage occurrence. He then encouraged the public to attend regularly scheduled Council meetings to voice any concerns that they may have as the Council meeting venue is the most appropriate place to do so. Councilman Law stated that the power outage event served as the perfect learning experience for all residents of the community to also evaluate their own personal preparedness for such instances.
    Councilman Law moved and Councilman Kinney seconded that there being no further business to come before the Mayor and Council to adjourn at 7:24 p.m. Motion carried unanimously.
