Notice is hereby given that the City of Torrington, Wyoming will receive sealed bids for the furnishing of all labor, materials, tools, appliances, transportation, and services necessary for:
Installation of approximately 1,100 LF of 8” PVC water line, reconnection of existing appurtenances, and resurfacing of the street section, replacing curb, gutter, and sidewalk disturbed during water line installation.
as called for in the Project Manual for the Torrington Water Rehab, CDBG Funded West C Street, 21st to 23rd Avenue at the Office of the City Clerk/ Treasurer, City Hall, 436 East 22nd Street (P.O. Box 250) Torrington, Wyoming 82240 until 2:00 P.M. Local Time, on the 8th day of January, 2020, at which time the bids will be publicly opened and read aloud. All bids must be furnished on forms supplied by the City of Torrington. Sealed envelopes containing bids shall be clearly marked with the project title and shall show the name and address of the Bidder. Bids which are not prepared and filed in accordance with the Instructions to Bidders may be rejected. Bids may not be withdrawn after the time fixed for opening. The City reserves the right to reject any and all bids and the right to waive irregularities in bids received.
This is a Federally Funded project.
The Contractor and Subcontractors on this project must comply with HUD contract provisions 24CFR part 85.36(i), the Davis-Bacon Act, Nondiscrimination, Equal Employment Opportunity, Affirmative Action, Section 3 requirements, AntiKickback Act, Federal Occupational Safety and Health Act and Department of Labor Standards and Regulations as set forth in the Contract Bid Documents. This municipality is an equal opportunity employer, businesses owned by women or minorities are strongly encouraged to bid.
Each bid must be accompanied by a bid bond with sufficient surety for not less than five percent (5%) of the total amount of such bid, payable to, and to be forfeited to, the City of Torrington as liquidated damages if bidder fails to enter into contract within thirty (30) days after award to him, or fails, at the time of executing the agreement, to furnish a performance bond and a payment bond each in the amount of one hundred percent (100%) of the bid. Facsimile (fax) or other copies of bonds are not acceptable. NO BID WILL BE CONSIDERED IF NOT ACCOMPANIED BY SUCH BOND OR IF NOT IN CONFORMANCE WITH THE PROVISIONS OF SECTION 15-1-113, W.S. 1977.
A complete set of the Plans and Specifications in disc format may be obtained after the 4th day of December, 2019, from City Hall, City of Torrington, 436 East 22nd Avenue, P.O. Box 250, Torrington, Wyoming 82240, (307-532-5666) upon deposit of a non-refundable fee of Ten dollars ($10) for each disc.
A pre-bid conference shall be held at 1:00 P.M. on the 18th day of December, 2019, at City Hall Conference Room, 436 East 22nd Avenue, Torrington, Wyoming, at which attendance by Bidders is encouraged.
