The Torrington City Council met in regular session on Tuesday, July 16, 2019 in the City Council Chambers at 436 East 22nd Ave. at 7:00 p.m. Present:  Mayor Adams, Council Members Hill, Kinney, Law and Mattis. Also Present:  Clerk/Treasurer Strecker, Attorney Eddington, Engineer Harkins, Chief of Police Hurd, Building Official Estes and Deputy City Clerk Anaya.
Mayor Adams called the meeting to order.
Councilman Kinney led the Pledge of Allegiance.
Mayor Adams stated as a point of interest that on July 16, 1969 the rocket Saturn V sent Apollo 11 into orbit and that July 20, 1969 will mark the 50th anniversary of the historic landing of human beings stepping on the moon for the first time.

Mayor Adams announced the launch of the City’s newly redesigned website. Building Official Estes encouraged everyone to visit and explore the site at https://torringtonwy.gov.
Mayor Adams commented that Sun Valley Rides will set up a carnival in Torrington in conjunction with the second annual Fiesta de Salsa July 17-21, 2019.  
Mayor Adams announced that Goshen County Economic Development and the Goshen County Chamber of Commerce will be hosting Third Thursday on Main Street with a Vintage Night theme on July 18, 2019 from 5:00 p.m. to 7:00 p.m. He indicated that Third Thursday Events are a great opportunity for people to get out and enjoy downtown late-night shopping in a fun family atmosphere.
Mayor Adams stated that Torrington Cruise Night will be held on Saturday, July 20, 2019 from 6:00 p.m. to 10:00 p.m. All interested parties should meet in the parking lot of the public restrooms located at 119 East 21st Avenue to meet and greet and initiate the cruise events.
Mayor Adams commented that he and the four Council members attended the Wyoming Association of Municipalities (WAM) Summer Convention that was held on June 12-14, 2019 in Sheridan. He indicated that prior to the annual convention, WAM reached out to each of the municipalities and requested resolution propositions; actions or positions that the individual municipalities would like WAM to take and advocate for as it prepares for the upcoming legislative sessions. Mayor Adams stated that Councilman Law served on the Resolutions Committee and that Councilwoman Hill was the Official Voting Delegate and Councilman Mattis was the Alternate Delegate for the City of Torrington. Councilwoman Hill commented that every resolution that was presented to the membership to vote on passed. Resolutions ranged from supporting local air service as essential to Wyoming’s prosperity, greater financial independence and authority for Wyoming Cities and Towns to backing municipal storm water enterprise funds. Councilwoman Hill stated that her experience as the Official Voting Delegate was pleasant and extremely educational.
Councilwoman Hill moved and Councilman Kinney seconded to approve the consent agenda which includes the minutes from the 07-02-19 Council meeting as published and all actions therein be ratified. Motion carried unanimously.
Mayor Adams requested approval to amend the agenda as follows:
1.  Add Torrington Police Department Presentation to the Information Item List.
Councilman Kinney moved and Councilman Mattis seconded to approve the agenda as amended. Motion carried unanimously.
Chief of Police Hurd introduced Police Officer Matthew Maestas to the Mayor and Council. Officer Maestas was presented with his police badge and it was pinned on his uniform by his wife Coulter Maestas. The Mayor and Council congratulated Officer Maestas.
Mayor Adams presented for approval the following appointments: Municipal Judge – John Patrick. Expiration of Term: 12/31/2019; Municipal Associate Judge – Kenneth Brown. Expiration of Term: 12/31/2019; Safety Committee – Sarah Chaires. Expiration of Term: 12/31/2020. Councilman Law moved and Councilwoman Hill seconded to approve the appointments as presented. Motion carried unanimously.
Attorney Eddington read by title AN ORDINANCE AMENDING AND RE-ENACTING SECTION 2.08.005 OF THE TORRINGTON MUNICIPAL CODE, 2019 REVISIONS, RELATING TO THE CITY OF TORRINGTON APPOINTEES. He stated as a recap that the only modification to the ordinance is the addition of Director of Public Works as an appointed position in the event that in the future that applies to the City’s situation and the position is created and approved. Councilman Kinney moved and Councilman Law seconded to approve Ordinance No. 1218 as presented on third reading. Motion carried unanimously.   
Eric Alden with J&B Liquor requested approval of a catering permit for a Home on the Range Third Thursday Event to be held at 2016 Main Street on July 18, 2019 from 4:30 p.m. to 7:30 p.m. Councilwoman Hill moved and Councilman Mattis seconded to approve the catering permit as presented. Motion carried unanimously.
The bills from 07-03-19 to 07-16-19 were presented for payment. Councilman Law moved and Councilman Kinney seconded to approve the bills for payment as presented. Motion carried unanimously.  
Mayor Adams asked for public comments, questions or concerns. Doug Mercer addressed the Mayor and Council. He inquired about the bill payment to Fritz’s Septic and in specific the locations at which septic tanks were pumped. Building Official Estes and Clerk/Treasurer Strecker listed the four locations specific to the bill payment as the Golf Course Front 9, Golf Course Back 9, Golf Course Pro Shop and Golf Course Maintenance Shop. Mr. Mercer questioned the bill payment to HUB International Mountain States Limited and asked if the insurance premium frequency could be adjusted to multiple payments throughout the year rather than being paid in one lump sum. Clerk/Treasurer Strecker replied that the adjustment to multiple premium payments is an option, but that this particular premium is customarily paid annually. Mr. Mercer inquired about the bill payment to OpenGov, Inc. Clerk/Treasurer Strecker responded that the bill payment is in reference to a web based financial transparency software that will allow users to create their own report(s) based on the selection criteria that they define. The software is not quite ready, but will be placed on the City’s website as soon as it is complete. Mayor Adams commented that both the public and staff will benefit greatly from being able to reference the City’s financial data at their own expediency.
Councilman Mattis moved and Councilman Kinney seconded that there being no further business to come before the Council to adjourn at 7:23 p.m. Motion carried unanimously.
