GOSHEN COUNTY, WYOMING
Tuesday June 18, 2019
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse in the District Courtroom with the following members present, Chairman Wally Wolski, Vice Chairman John Ellis, Commissioner Cody Cox, and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance.
Chairman Wolski reviewed the agenda for the day. He also announced the Commissioners’ five point plan for road improvements. The plan included the retirement of the current Road Superintendent; CAT training for equipment operators; a voluntary county road advisory group; researching emergency road repair funding; and debating the merits of a special use sales tax on the ballot so the citizens can vote on that question.
The Sheriff’s report was accepted from Lt. Wes Deen. The PRIA audit is occurring today. Commissioner Cox moved to accept the Sheriff’s report, seconded and passed.
The County Attorney’s report was accepted from Eric Boyer. County Attorney Boyer presented a Resolution in Support of the Creation of a Broadband Joint Powers Board with Platte, Goshen and Niobrara Counties. Commissioner Ellis moved to approve Resolution 2019-05 in support of the Broadband Joint Powers Board, seconded and passed.
County Attorney Boyer also presented Resolution 2019-06 A Resolution Transferring Ownership of Evergreen Court to the Care Center Joint Powers Board. Commissioner Cox moved to approve the Resolution Transferring Ownership of Evergreen Court, seconded and passed.  Commissioner Ellis moved to accept the County Attorney’s report, seconded and passed.
The County Treasurer’s report was accepted from County Treasurer Leticia Dominguez. Commissioner Cox moved to accept the Treasurer’s report, seconded and passed.
The County Clerk’s report was accepted from Cindy Kenyon. Commissioner Ellis moved to approve the updated warrant report, seconded and passed. Commissioner Cox moved to approve renewing the contract with Novo Benefits Health Insurance Consultants, seconded and passed.  Clerk Kenyon presented Resolution 2019-04 Appointing a Public Records Contact Person for Goshen County. Commissioner Ellis moved to approve Resolution 2019-04 Appointing the County Clerk as the Public Records Contact Person for Goshen County, seconded and passed. Commissioner Cox moved to approve the County Clerk’s report, seconded and passed.
The Fair Grounds Manager Stephanie Lofink requested a few additional days to present an updated budget request for FY 2019-2020. Commissioner Cox moved to approve the Fair Report, seconded and passed.
The County Clerk updated the Commission on the budget process for FY 2019-2020.

The Commission reviewed the application for a seat on the Care Center JPB. Commissioner Cox moved to appoint Paul Novak to a term on the Care Center Joint Powers Board ending June 30, 2024, seconded and passed.
The Commission reviewed the application to fill a vacancy on the Library Board. Commissioner Ellis moved to appoint Ellen Creagar to fill a term until June 30, 2020 seconded and passed.
Chairman Wolski provided information on the need for an interim superintendent for the Road Department. Commissioner Ellis moved to appoint the current Roads Administrator Val Hankins to the Interim Superintendent for the Road Department, seconded and passed.
County Surveyor Bob Taylor reported on two oil wells that are being developed and the various agreements with the County required for their development.  He also reported on the expected snowmelt impact. County Emergency Manager Shelly Kirchhefer also provided some information on snowmelt impacts.
Ryan Nance, Rich Johnson and Chad Polak with Phillips 66 updated the Commission on a planned pipeline project.
The Commission recessed for a 30 minute break and reconvened at 11:15 am.
The County Assessor’s report was accepted from Debbi Surratt. Commissioner Cox moved to accept the County Assessor’s report.
The Commission recessed as the Board of County Commissioners and convened as the Goshen County Board of Equalization. The County Commissioners, County Assessor and County Clerk were present for the duly published hearing. No protests were filed. The Board of Equalization adjourned at 11:21 am.
The Commissioners reconvened as the Board of County Commissioners. Chairman Wolski opened the duly published fiscal year 18-19 budget amendment hearing. County Clerk and Chief Budget Officer Cindy Kenyon reported the needed amendments which total $21266 for the County General Fund and $153,880 for the County Fairgrounds and Fair. The amendments are balanced with adequate unanticipated income or grants in their respective separate funds.

The Commission recessed for lunch at 11:40 am and reconvened at 1:00 pm.
George Ziemans visited with the Commission about a recent letter from the State of Wyoming regarding abandoned mine funds and the protecting the Paleo Indian Red Ochre Powars II Mine.
Public comment was allowed. Resident David Walker spoke during the public comment period and expressed interest in taking part in the proposed road advisory group. Commissioner Cox moved to acknowledge Mr. David Walker as the Chairman of the voluntary road and bridge advisory committee, seconded and passed. Interested parties may call Mr. Walker at 307-532-6329.
The Commission moved to enter executive session at 1:55 pm to discuss a personnel issue. Commissioner Ellis moved to leave executive session at 2:00 pm, seconded and passed.  Commissioner Cox moved to increase Ms. Hankins hourly wage be increased to $21.00 per hour while she is serving as interim superintendent, seconded and passed.
