PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Amended Application of the City of Torrington (Torrington or the City) for authority to pass on a Power Cost Adjustment (PCA) of ($0.014112) per kWh to its customers. The Commission also approved an avoided cost rate of $0.040221 per kWh. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.

On February 27, 2019, Torrington filed its Application. On March 8, 2019, Torrington filed an Amended Application requesting authority to establish a PCA of ($0.014112) per kWh, effective April 1, 2019. This adjustment is due to a decrease in the rates Torrington must pay to acquire energy. The Application further requested authority to adopt an avoided cost rate of $0.040125 per kWh. The avoided cost rate is calculated by adjusting the cost of power rate from Municipal Energy Agency of Nebraska (MEAN) to incorporate line losses. The Commission directed the City to utilize a calculation methodology that results in an avoided cost rate of $0.040221/kWh.

The average Torrington residential customer using approximately 750 kWh per month may expect a monthly electric bill decrease of approximately $10.58. Actual bills will vary with usage.


Commission Rule Chapter 3, Section 26 allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar-for-dollar basis, subject to public notice, opportunity for hearing, and refund.

Torrington’s Amended Application is on file at the Commission’s offices, located at 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming. The Amended Application is available for inspection by any interested person during regular business hours or online at: http://psc.state.wy.us/.
