BOARD OF COUNTY COMMISSIONERS of
GOSHEN COUNTY, WYOMING
Tuesday February 19, 2019
The Board of County Commissioners of Goshen County, Wyoming met in regular session on the above date at 9:00 am at the Goshen County Courthouse with the following members present, Chairman Wally Wolski, Vice Chairman John Ellis, Commissioner Cody Cox, and Cindy Kenyon, County Clerk and Clerk of the Board. The meeting was opened with the Pledge of Allegiance. Commissioner Ellis moved to approve the agenda as presented and minutes of the last meeting as presented, seconded and passed.
Jerry Hort Road Superintendent and Val Hankins Road Administrator presented information on the road maintainer buying program. CAT Representative Keith Cashman provided information on the options available for purchase and lease. Jerry Hort recommended the seven year program as presented for four machines $51,463.32 and $12.87 per hour per machine. Commissioner Cox moved to approve the recommendation for the seven year road maintainer program and have the Road Superintendent move forward with the documents; seconded and passed.  

Commissioner Ellis moved to enter executive session at 9:47 am to discuss possible litigation at the request of the County Surveyor Bob Taylor. Commissioner Cox moved to leave executive session at 10:20 am.
The County Clerk on behalf of Sheriff Fleenor presented an amendment to the WYDOC contract. Commissioner Ellis moved to approve the amendment to the contract between the Wyoming Department of Corrections and Goshen County, Wyoming, seconded and passed. This amendment adds a requirement to meet the Prison Rape Elimination Act requirements to the contract.     
The County Treasurer’s report was accepted from Leticia Dominguez County Treasurer. Commissioner Cox moved to accept the Treasurer’s report; seconded and passed.
The County Assessor’s report was accepted from Debbi Surratt County Assessor. Mrs. Surratt provided an overview of her department. Commissioner Ellis moved to accept the Assessor’s report, seconded and passed.
The County Clerk’s report was accepted from Cindy Kenyon County Clerk. The following documents were presented for approval. Commissioner Cox moved to approve the updated warrant report, seconded and passed. Commissioner Ellis moved to approve the Oneok $25,000 vehicle grant payment for the 4-H vehicle to Transwest Ford; seconded and passed. Commissioner Cox moved to ratify Resolution 2019-01 a Resolution to Appoint a Special Prosecutor; seconded and passed. Commissioner Ellis moved to approve the application to the Worker’s Compensation Safety Grant Program in the amount of $2251.24; seconded and passed. Commissioner Cox moved to approve Resolution 2019-02 a Resolution Authorizing Submission of a Federal Mineral Royalty Capital Construction Account Grant Application to the State Loan and Investment Board on Behalf of the Governing Body for Goshen County Wyoming in the amount of $238913.55 for the ADA and Public Safety/Services Grant; seconded and passed.
Public comment was accepted from Doug Mercer and Bernie Carr.
