ELECTRICAL SUBSTATION SITE IMPROVEMENTS
for the
TOWN OF FORT LARAMIE, WYOMING

Contract 284-017-16

ADVERTISEMENT FOR BIDS

1.    Sealed Bids for the construction of site grading, drainage and foundation improvements for a new electrical substation in Fort Laramie, Wyoming, shall be received by the Town of Fort Laramie at the Town Hall (at 319 North Laramie Street, Fort Laramie, Wyoming 82212) on or before May 9, 2017 at 2:00 p.m., at which time the Bids will be publicly opened and read.  Any Bids received after the above specified time will be immediately returned to the Bidder unopened.

The site of the work is located in the northwest quadrant of the town block bounded by Laramie Avenue on the west, Bliss Street on the south, Lawton Avenue on the east and Otis Street on the north.

The major items of work and approximate quantities under this contract are as follows:

    3,600 sf of site grading, with concrete foundation work, drainage improvements,         surface improvements, and concrete flatwork associated with a new electrical         substation improvement.

2.    The Contract Documents containing the detailed Drawings and Specifications for the construction of the work, together with the proposed construction contract, may be seen at the office of the Consulting Engineers, Baker & Associates, Inc, 1401 East ‘M’ Street, Torrington, WY 82240, (307)532-5211.  Electronic copy (CD) may be obtained for a fee of $15.00.   Hard copies may be obtained for a fee of $50.00 (non-refundable)  Plans and specifications shipped ground will be charged an extra $15.00 for 0-15 lbs.
 
3.    Bid security in the amount of five percent (5%) unqualified of the amount of maximum Bid price shall be required with each Bid.

4.     This is a federally funded project that is subject to compliance with Davis Bacon Wage Determinations and Federal Labor Standards.  The prevailing wage must be paid to each class of worker at the site.  Because federal funding is tied to this project, 5% preference will not be granted to Wyoming Contractors, Subcontractors, laborers, and materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, as required by W.S. 16-6-101 through 16-6-119 et seq.  The contractor who is awarded the bid will be required to comply with the Wyoming Preference Wyoming Statute 16-6-203 which  states, "Every person who is charged with the duty of construction, reconstructing, improving, enlarging, altering or repairing any public works project or improvement for the state or any political subdivision, municipal corporation, or other governmental unit, shall employ only Wyoming laborers on the project or improvement.  Every contract let by any person shall contain a  provision requiring that Wyoming labor be used except other laborers may be used when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved.  A person required to employ Wyoming laborers may employ other than Wyoming laborers if that person informs the nearest state employment office of his employment needs and the state employment office certifies that the person's need for laborers cannot be filled from those listed as of the date of information is filed."  

5.    A pre-bid meeting will be held on April 27, 2017 at 2:00 p.m. to address any comments from the bidders regarding this project and to visit the site.  The pre-bid meeting is not mandatory, but prospective bidders are encouraged to attend.

6.    No Bidder may withdraw his Bid within 45 days after the actual date of the opening thereof.

7.    Right is reserved in the interest of the Owner to reject any or all Bids and to waive any informality in the Bids received.
