TORRINGTON – In near-record time Wednesday evening, the Torrington City Council made short work of a minimal agenda.
Mayor Mike Varney called the public meeting to order at 7 p.m. sharp, and relying on the chamber’s clock, declared it adjourned at 7:15 p.m.
Although the general consensus was that it was a record-breaker, Varney and City Clerk/Treasurer Lynette Strecker were certain that in the past, one had been a minute or two shorter.
Following the traditional opening of the meeting with the Pledge of Allegiance, Varney read an invitation from the Town of Fort Laramie to the official ribbon cutting for the Fort Laramie Community Center, which will be held July 15.

Action items on the agenda included the appointment of Shelly Rutt to the Planning and Advisory Board; Michael Salyers as Airport Manager; Jeff Harkins to the Economic Development Board, replacing retiring Gary Korell; and Stephanie Blanco as Recorder on the Wage Committee.
The council then approved a catering permit for Table Mountain Vineyards for a Goshen County Economic Development Corporation Welcome Reception for new Eastern Wyoming College President Lesley Travers, July 13, at 21st & Main.
In other action, the council voted to suspend the liquor license of Old Grey Fox Inc., DBA Mint Bar, due to sales tax delinquency. City Attorney Jim Eddington said the state issued the suspension, which is effective immediately, upon receipt by the business, which officers of the Torrington Police Department were to carry out the same evening.
According to Eddington, the establishment was notified of the delinquency on June 23, but there had been no response. It can continue to serve customers other beverages, but no alcohol.
The contract between the Torrington Municipal Golf Course and Eastern Wyoming College was renewed. The cost is $600 for use of the course for the 2017-18 academic year, and $300 for the driving range for the same period.
Action was also taken to increase the cost of hangar rental at the municipal airport by $10 per unit. The rate depends on the size of the hangar.
In a third and final reading of the pertinent ordinance, the Power Cost Adjustment for Electrical Rates, required by the Wyoming Public Service Commission, was approved by the council.
The meeting concluded with council approval of the City’s bills from June 21 to July 5.
