Council reinstates watering rules

TORRINGTON – The Torrington City Council reinstated watering limitation conservation rules during its regular meeting Tuesday.

Following the appointment of Michael Schuler to the city safety commission, the council took up discussion of water conservation. The original ordinance limited residents to only watering on certain day – Tuesday, Thursday and Saturday for even numbered addresses and Wednesday, Friday and Sunday for odd numbered address – which drew some criticism from residents. A change was proposed to increase the time in the morning with watering time from 5 to 11 a.m. and watering on the weekends, with no watering allowed between 11 a.m. and 5 p.m. and being able to water on both Saturdays and Sundays. The motion passed and will take effect
in May.

In other business:

• Mayor Mike Varney signed an Arbor Day proclamation, scheduling a celebration at Pioneer Park at 1:30 p.m. on Thursday, April 26. Representatives of the group Tree City U.S.A. will be attending. 

“The one thing about Torrington, we have lost a considerable amount of trees to disease,” Varney said.

Approved an agreement between Bill Pickle at his car wash and the city of Torrington to exchange his home for a plot of land to remove the home constructing a right hand turning lane.

Approved unanimously a request for a conditional use permit for Rebekah Miller to open an in-home daycare center with maximum of 10 unrelated children located at 3633 Bighorn Street. Building Official Dennis Estes received a letter asking the council not to pass the permit. Miller said that she only plans to limit the number of children to four and meet all requirements required for the daycare. 

Tracy Coffelt was requesting the city council let her change the Plat for property at 1442 East 17th Avenue. Coffelt is going to donate the property to her neighbors who are already using the property. The change was unanimously approved.

The council split on a setback request by David Dent for 2102 East I Street. The setback would change the variance on the south side from six feet to two-feet and at the rear of the property from 22 feet to 10 feet so Dent could add on to his garage. The Southside variance passed but not the rear variance.

The council passed the motion to pay the cities bills which included new chairs and tables for the RV park and a 2015 Dodge Grand Caravan SXT Van.
